Municipal Separate Storm Sewer System (MS4) <br />11 <br />12 WSB Representative Rebecca Haug reviewed the Minnesota Pollution Control Agency (MPCA) <br />13 has designated the City of St. Anthony Village (City) as a Municipal Separate Storm Sewer <br />14 System (MS4) community because the City owns and operates a storm sewer system, is located <br />15 in an urbanized area, and has a population of 1,000 or more people. Each MS4 community is <br />16 required to develop a Stormwater Pollution Prevention Plan (SWPPP) to address six program <br />17 areas of the MS4 permit. <br />18 <br />19 The Minimum Control Measures (MCMs) were reviewed as: <br />20 1. Public Education and Outreach. <br />21 2. Public Participation and Involvement. <br />22 3. Illicit Discharge Detection and Elimination. <br />23 4. Construction Site Stormwater Runoff Control. <br />24 5. Post -Construction Stormwater Management. <br />25 6. Pollution Prevention and Good Housekeeping for Municipal Operations. <br />26 <br />27 To meet the Public Participation requirement of the MS4 permit, the City is required to hold at <br />28 least one opportunity annually for the public to provide input on the City's SWPPP. Ms. Haug <br />29 reviewed a PowerPoint presentation including Municipal Separate Storm Sewer System (MS4) <br />30 Permit, Explaining what the problem is, Minimum Control Measures (MCMs). <br />31 <br />32 Councilmember Jenson stated he appreciates the way she reviewed the 6 Minimum Control <br />33 Measures. <br />34 <br />35 C. Resolution 23-077 — Authorizing the Applications for the Metropolitan Council <br />36 Environmental Services 2023 Private Property 1/1 Grant Program. <br />37 <br />38 City Engineer Justin Messner reviewed this resolution authorizes the application for the <br />39 Metropolitan Council Environmental Services (MCES) 2023 Private Property inflow and <br />40 Infiltration (1/1) Grant which is related to the Ongoing 1/1 Program between the City of St. <br />41 Anthony Village and the MCES. The 2023 Private Property I/I Grant Program provides $1.5 <br />42 million in wastewater revenue to provide grants to private property owners to help with repairs <br />43 that will remove and prevent clear water from entering the wastewater treatment system. The <br />44 Minnesota Legislature amended statute 471.342 to allow MCES to provide grant funding to local <br />45 municipalities to assist private property owners with costs associated with repairing sewer <br />46 infrastructure on their property. <br />
