Staff is seeking direction on next <br />steps, including possible scheduling of a joint work session with Council and Planning <br />Commission on rental housing topics. <br />Maps showing a sampling of property values in areas of rental housing were provided. This <br />analysis samples an area in each of the four "quadrants" used in the draft ordinance — additional <br />data could be developed if the Council is interested. The primary caution with this data relates to <br />the wide variety of inputs that affect property values. The draft ordinances were also provided for <br />Council review along with the complete staff report provided to the Planning Commission at <br />their meeting. <br />Councilmember Webster stated she appreciates the thoughtfulness the Planning Commission had <br />during their discussion and the multiple perspectives that were shared. <br />Councilmember Jenson stated he watched the Planning Commission meeting and agree with <br />Councilmember Webster's comments. He stated single family homes are a way to build <br />generational wealth. With St. Anthony being built out and no longer being able to add to the <br />single family home inventory, we don't want to reduce the number of owned homes by <br />converting them to rentals. There will be at least 60% rental and we need to preserve the <br />potential for people to purchase homes. This needs further discussion. <br />Mayor Stille noted the Planning Commission continued the public hearing after a 2 hour <br />discussion and that item is still on the table at the Planning Commission level. This concept was <br />part of their discussion. Councilmember Jenson stated he does not mean to argue but that did not <br />come up unless his video stopped short. Mayor Stille stated it did because the push back was <br />how can property rights be taken away. The question in front of the Council is how to proceed. <br />He would be fine to have another work session with the Planning Commission to discuss. <br />Councilmember Jenson agreed. We can also talk about public input and whether or not to use a <br />survey. Need to determine what the goal is. At the goal setting session he would like to discuss <br />code enforcement enhancements. This would be the right way to do it. The consensus of the <br />Council was to meet with the Planning Commission to have further discussion on this matter. <br />Councilmember Walker stated there was no mention of sacred settlement which he would like to <br />discuss further. City Planner Grittman stated Staff decided to add that to the discussion at the <br />Planning Commission level since some ordinances were being considered. <br />Councilmember Randle noted this seems to have become more complicated since the last <br />discussion. There are some things that popped up that he did not realize. Further discussion with <br />the Planning Commission is warranted for a number of reasons. <br />
