Planning Commission Regular Meeting Minutes <br />December 19, 2023 <br />Page 3 <br />1 Commissioner Morita asked about parking and whether it was sufficient to support employee <br />2 parking as well as the customer base. Mr. Grittman stated there are 50 parking spaces <br />3 available and the employee number would be in the low teens. It does not appear there would <br />4 be any safety concerns. <br />5 <br />6 Chair Socha closed the public hearing at 7:14 p.m. <br />7 <br />8 Chair Socha stated it is a good fit for the area and Commissioner Erickson agreed. <br />9 <br />10 Motion by Commissioner Morita, seconded by Commissioner Erickson, to recommend the <br />11 City Council approve the Resolution Approving a Request for a Conditional Use Permit for an <br />12 Adult Daycare Facility in the LI, Light Industrial District. <br />13 <br />14 Motion carried 4-0. <br />15 <br />16 Mr. Grittman stated this will come before the City Council at their January 9, 2024 meeting. <br />17 <br />18 IV.STAFF REPORTS. <br />19 <br />A.20 2024 Work Plan Discussion. <br />21 <br />22 Mr. Grittman reviewed a recap of the 2023 Planning Commission Work Plan materials, a <br />23 summary of “Emerging Issues” and a summary of implementation steps reviewed for the 2023 <br />24 Goal Setting sessions. The Implementation Steps material is culled from a larger section of the <br />25 Comprehensive Plan, intended to focus on land use issues of interest and important to the <br />26 Planning Commission. <br />27 <br />28 Mr. Grittman requested the Commission review these topics for thoughts as to what should be <br />29 considered as the Planning Commission’s work plan for 2024, which will be collected for <br />30 presentation to the Goal Setting participants. An Updated Work Plan for 2024 can then be <br />31 created. Staff will summarize the discussion for the submissions to the City Manager’s office. <br />32 <br />33 Commissioner Morita stated Rental Housing and the THC distribution and recreational <br />34 marijuana would be his priorities. Mr. Grittman stated THC distribution was covered and that <br />35 will be put in the Office of Cannabis Management, who will be the licensing agent for both <br />36 levels of product. This will impact some of the changes St. Anthony has put in place. <br />37 <br />38 Chair Socha stated she does not want to forget about affordable housing as part of the 2024 <br />39 work plan. The rental housing is part of that. Partnerships with non-profits should also be <br />40 considered and potentially lifting restrictions on zoning. The additional sections of the Code <br />41 that need review. <br />42 <br />43 Commissioner Erickson suggested exploring ways to diversify the property mix. <br />44 <br />45 Commissioner Hendrickson referred to commercial redevelopment and re-investment and <br />46 place making within the community. The land uses within the community are very separated <br />47
