Mr. Yunker stated they are done with the County at the end of 2024. Mayor Webster asked how we can learn from our community the concerns if we were to pursue this partnership. How might we have a better understanding of what the repair due to the incident would look like. We need to know by the end of March if we are going to continue looking at the “what”. Morris Leatherman’s questions in the past were to give a scenario to residents and asking for input. We need to structure communications. Councilmember Randle stated this is a lot to accomplish and it does not seem like enough time. Mr. Yunker stated there is the hiring challenge. The “how” will need to be discussed. Councilmember Jenson stated with a survey if the questions could be categorized into the benefits and drawbacks. This would provide a good plan going forward. Councilmember Doolan stated she is logical and process driven. There are different decision making frameworks to address all concerns. We need to understand how the community is feeling. We have to understand what we want to bring in on the informing process. How are the perspectives integrated which creates transparency. Councilmember Stephens asked if we need to be careful on how certain questions are asked. Councilmember Jenson stated yes or no type questions wouldn’t be appropriate to meet the objective. Mayor Webster thanked Councilmember Doolan for her work on the framework. Mr. Yunker suggested asking is this a good thing for our community. He is having a telecon with Morris Leatherman tomorrow regarding possible survey questions. Councilmember Doolan suggested including the positives of a partnership and what it would bring to the City. A decision tree would be helpful looking at the logical and personal sides. Mr. Yunker asked Council to review the communications schedule and provide any comments. 9
