MEMORANDUM <br />To:Mayor Webster and St. Anthony Village City Council <br />From:Stephen Grittman, City Planner <br />Date:City Council Meeting – March 12, 2024 <br />GC Project No.140.00 <br />Request:General Code Amendments <br />Property Address: NA <br />Property PID:NA <br />PROJECT DESCRIPTION <br />The attached ordinance presents a series of proposed code amendments for the City Council’s <br />first reading. These have been generated primarily through a review of the existing City Code in <br />preparation for the upcoming recodification through American Legal. Most of these are <br />believed to be clerical, but some policy issues are raised. The code sections are summarized <br />briefly below to assist in the Council’s discussion and review. <br />CITY COUNCIL ACTION <br />This is the first of three readings of the proposed ordinance. The Council is asked to comment <br />on any elements of the language, and move the ordinance to its second reading. <br />PRIOR PLANNING COMMISSION ACTION <br />The Planning Commission considered the proposed elements of the Ordinance at a public <br />hearing during its regular meeting on February 20, 2024. The Planning Commission discussed <br />the various sections and noted that there was nobody from the public to comment on the <br />amendments. Their discussion included comments in the staff report (reproduced below) <br />noting potential policy or technical issues for review. <br />The primary discussion related to the hours during which additional noise regulations were to <br />be enforced (Section 1 of the proposed ordinance). The current ordinance has a variety of start <br />and/or end times for a night-time quiet period. The draft ordinance proposed consolidating <br />those times, regardless of noise source. The Commission’s discussion (and recommendation) <br />altered the draft ordinance to retain the current 10:00p deadline for music-related sound, and <br />also to retain the current distinction between weekday and weekend morning quiet times <br />15
