Resolution 24-026 Calling a Hearing on the Proposed Assessments for the 2024 <br />4 Street Improvement Project. <br />6 Ms. Koscielak stated this resolution sets an assessment hearing to be held on April 23, 2024 at <br />7 7:00 p.m. Ms. Koscielak reviewed the assessment policy. The rate is 50% for assessment for Mill <br />8 and Overlay projects. <br />10 Motion by Councilmember Jenson, seconded by Councilmember Doolan, for approval of <br />11 Resolution 24-026 — Calling a Hearing on the Proposed Assessments for the 2024 Street <br />12 Improvement Project. <br />13 <br />14 Motion carried 4-0. <br />15 <br />16 C. Resolution 24-027 Declaring the Cost to be Assessed and Ordering Preparation of <br />17 the Proposed Assessments for the 2024 Street Improvement Project. <br />18 <br />19 Ms. Koscielak stated this resolution declares the amount to be assessed to be approximately <br />20 $701,900. <br />21 <br />22 Motion by Councilmember Doolan, seconded by Councilmember Jenson, for approval of <br />23 Resolution 24-027 — Declaring the Cost to be Assessed and Ordering Preparation of the Proposed <br />24 Assessments for the 2024 Street Improvement Project. <br />25 <br />26 Motion carried 4-0. <br />27 <br />28 C. Ordinance 2024-01 — Amending the St. Anthony City Code, by Amending Sections of <br />29 the City Code Relating to Nuisance, Signage, Permitting, Performance Standards and <br />30 Land Use. <br />31 <br />32 City Planner Grittman reviewed updates have been made to the proposed code amendments for <br />33 the City Council's second reading. Per the Council's review and discussion of the material at the <br />34 first reading updates have been made to a few of the sections: <br />35 <br />36 Section 1 — Nuisance Noise — The Council suggested that consistency within the ordinance's <br />37 noise limits is an appropriate objective, and that differentiation between noise sources (as <br />38 suggested by the Planning Commission) was relevant but consistency was relevant. As such, all <br />39 hours of nuisance noise impacts were set to between 10:00 p.m. and 7:00 a.m. It is noted that the <br />40 nuisance noise ordinance limitations of this section are enforced on a compliant basis, and <br />41 unreasonable nuisance noise would continue to be a violation of Code. <br />42 <br />43 Section 2 — Landscape Screening — No changes. <br />44 <br />
