Planning Commission Meeting, April 16, 2024 <br />Page 2 <br /> <br />The one-way circulation change reconfigures 90 degree parking on the north and west <br />boundaries to a combination of 11 angled spaces and 5 parallel waiting spaces for pre-order <br />customers – reducing overall parking on the site by approximately 16 spaces. A small change to <br />an existing curb island is also included to manage waiting spaces at the exit portion of the site. <br />STAFF RECOMMENDATION <br />Staff has reviewed the project for land use compliance with the intent and policies of the City’s <br />Comprehensive Plan, and for zoning consistency with the Commercial District as a baseline. In <br />summary, the Comprehensive Plan supports commercial uses in this area. The proposed <br />application would, with appropriate conditions, facilitate that purpose for the subject property. <br />However, there are conditions that staff has recommended to mitigate or clarify potential <br />impacts from the revised plan. This change to the site requires a Conditional Use Permit, per the <br />requirements of the most applicable underlying zoning district. The ordinance identifies a <br />series of general requirements for Conditional Use Permit consideration, in addition to any <br />specific requirements applicable to drive-through facilities and the subject property. <br />General CUP Requirements. The general requirements for any Conditional Use Permit are as <br />follows: <br />(1) The use is one of the conditional uses specifically listed for the district in which the <br />property is located; <br />- Restaurants are identified as a Permitted Use in the C, Commercial District. <br />Restaurants with drive-through facilities are allowed by Conditional Use Permit.
