<br /> <br />MEMORANDUM <br /> <br /> <br />To: St. Anthony Village Planning Commission <br />From: Stephen Grittman, City Planner <br />Date: Planning Commission Meeting – April 16, 2024 <br />GC Project No. 140.01 – 24.03 <br />Request: Request for a Conditional Use Permit for Modifications to a Drive- <br />Through Facility in a C, Commercial District <br /> <br />Property Address: 4004 Silver Lake Road <br /> <br />Property PID: 31-30-23-31-0036; 31-30-23-31-0022 (part) <br /> <br />PROJECT DESCRIPTION <br />The Applicants are seeking a Conditional Use Permit to modify an existing drive-through facility <br />on the Culvers Restaurant property to add a formal second order/stack lane, and make some <br />modifications to parking and traffic flow resulting from the change. Restaurants with drive- <br />through facilities are allowed in the C-Commercial District by Conditional Use Permit provided <br />they comply with the requirements of the terms of the Conditional Use reviews and code <br />requirements. <br />For this project, the applicant will make <br />only a few construction changes to the <br />site, with the primary access points <br />remaining untouched (an internal private <br />street on the south and a right-in, right- <br />out driveway from Silver Lake Road on <br />the west). Internal circulation will be <br />modified, however, resulting from two <br />new medians installed to separate drive- <br />through ordering and pick-up traffic, and <br />a change to the circulation flow – <br />creating a one-way counter-clockwise <br />circulation on the north and east sides of <br />the property from what is currently a <br />two-way pattern.
