MEMORANDUM <br />To:St. Anthony Village City Council <br />From:Charlie Yunker, City Manager <br />Date:April 23, 2024 City Council Meeting <br />Request:Potential Renewal of Police Partnership with the City of Falcon Heights <br />BACKGROUND <br />In January of this year officials from the City of Falcon Heights reached out to the City to determine if the Saint <br />Anthony Village City Council would be willing to consider renewing a Police Services partnership. Internal <br />conversations took place to seek input from the City Council and the Police Department on the request. The <br />consensus was a willingness to engage in conversations around an exploration process. <br />That process began with a joint meeting of the Saint Anthony Village and Falcon Heights City Councils to discuss <br />the possibility of an exploration, and the result of that discussion was agreement to begin the process and <br />prioritize engagement of each community to seek input on the concept. <br />Below is a timeline of the process to date: <br />Friday, January 5, 2024 Initial meeting held between each City’s Mayors and administrators <br />Monday, February 5, 2024 Press release was distributed to announce a joint meeting between the <br />City’s Councils on Thursday February 8, 2024 to discuss an exploration. <br />Council and staff contacted former Councilmembers and current and former <br />staff of the upcoming press release. <br />Tuesday, February 6 and <br />Wednesday, February 7, 2024 <br />Mayor Webster and City Manager Yunker met with police department <br />personnel to hear thoughts and concerns on a possible renewed partnership. <br />Thursday, February 8, 2024 Joint meeting was held between Saint Anthony Village and Falcon Heights. <br />Tuesday, February 13, 2024 City Council discussed a community engagement plan on the topic at their <br />Work Session prior to the regular City Council meeting. <br />Friday, March 1, 2024 St. Anthony community survey was opened to gather input. <br />Mid-March, 2024 – <br />mid-April, 2024 <br />City Council engaged in various community engagement activities to <br />encourage residents to complete the survey. This included Open Houses <br />before regular City Council meetings, presentations to community <br />organizations, meetings with resident groups and one-on-one conversations. <br />An independent consultant was utilized to gather and analyze input from all <br />police department personnel on the topic of a renewed partnership. <br />Friday, April 12, 2024 Community survey was closed and results provided to Goff Public for an <br />independent analysis. <br />Wednesday, April 17 and <br />Thursday, April 18, 2024 <br />Joint Town Halls were held in each City to present the analysis of the <br />community surveys and police department input, and preliminary staffing <br />needs and contract price range to provide a general idea of scope.
