SAINT ANTHONY COMMUNITY SURVEY INPUT <br />Early in the process, both cities engaged Goff Public to assist both cities’ staff in managing external messaging <br />and community engagement. They also assisted in drafting each community’s survey and, as mentioned, <br />provided an independent analysis of the results. The objective of the survey was to be a poll of the community <br />to gather broad ideas and questions/concerns to address on the concept of a renewed partnership. It was not <br />intended to be nor cannot be used as a gauge of overall community sentiment. <br />For Saint Anthony residents, these primary themes emerged as top priorities for the City to consider: <br />POTENTIAL BENEFITS CONCERNS <br />Financial <br />Increased SAPD capacity <br />Proximity <br />SAPD staffing levels <br />Trust (leadership, community and SAPD officers) <br />Cost <br />The full analysis of all submitted thoughts, questions and concerns is attached to this memo. <br />ST. ANTHONY POLICE DEPARTMENT INPUT <br />From the beginning of the discussion on a possible renewed partnership, the perspective of the police <br />department was a top priority for City leadership to receive. The City engaged Ethical Leaders in Action, Inc. to <br />gather that input and communicate the department personnel’s input for the Council to consider along with the <br />broader community input. <br />Nearly all department personnel covering command staff, patrol officers, investigations and non-sworn staff <br />were interviewed over multiple days. At this point, officers have a range of perspectives on the concept of a <br />renewed partnership, while also expressing their commitment to professionalism, belief in their work culture, <br />and their support and trust in the department leadership. In addition, it is critical that any renewed partnership <br />is done right, and themes around what that means are listed below. <br />For the St. Anthony Police Department, these primary themes emerged as top priorities for the City to consider: <br />RELATIONSHIP CONCERNS OPERATIONAL CONCERNS <br />Mutual trust needs to be established <br />and relations need to be developed <br />Confidence department will be <br />supported when use of force <br />incidents take place <br />Cannot provide effective services <br />before 1/1/2026 <br />Recruitment and training for new <br />officers on top of current needs <br />Expansion of police facility would <br />be necessary <br />PRELIMINARY STAFFING NEEDS AND CONTRACT APPROACH <br />As the community engagement efforts were taking place, staff conducted preliminary work on proposed staffing <br />needs and approach to determining a contract price range so both City Councils have an idea of what a renewed <br />partnership may entail. This is very preliminary and based on a number of assumptions that would need to be <br />fully examined should the process continue to move toward a new contract. <br />STAFFING <br />Patrol Officers Additional patrol officers same as previous contract 4 <br />Swing Shift Patrol Additional officers during high call volume time 2 <br />Investigator Investigative capacity to adequately address call type needs 1 <br />Community Engagement Officer Sworn officer to coordinate community engagement for all cities 1 <br />Administrative Support Additional administrative capacity similar to previous contract 1 <br />Total additional personnel needed 9
