He closed his presentation by discussing the <br />4 Department's commitment to serve and reviewed several messages received from the public. <br />6 Mayor Webster thanked Fire Chief Diaz for the comprehensive report. <br />8 Councilmember Randle requested further information on why the paid -on call model was no <br />9 longer sustainable. Fire Chief Diaz explained this service model was a problem both for the City <br />10 and nationwide, where there were no longer enough people interested in providing fire service on <br />1 I a paid -on call basis. <br />12 <br />13 Councilmember Jenson thanked Fire Chief Diaz for the calls for service breakdown and noted <br />14 the fire department was responding to five calls per day. <br />15 <br />16 Councilmember Jenson commended Fire Chief Diaz and the entire fire department for providing <br />17 St. Anthony Village residents with high quality service. Fire Chief Diaz thanked the City Council <br />18 and staff members for their continued support. <br />19 <br />20 Councilmember Doolan thanked the fire crew for providing her with rips on how to help friends <br />21 with mobility issues. <br />22 <br />23 Mayor Webster stated the City was very fortunate to have a highly trained fire department that <br />24 provides an incredibly high level of service to residents. She commented on a recent mutual aid <br />25 fire event that occurred in Fridley and thanked Fire Chief Diaz for taking the lead at the scene. <br />26 She thanked the department for providing a higher level of care and for continuing to pursue the <br />27 ALS program. <br />28 <br />29 B. Ordinance 2024-01 — Amending the St. Anthony City Code, by Amending Sections of <br />30 the City Code relating to Nuisance. Signage, Permitting, Performance Standards and <br />31 Land Use. <br />32 <br />33 City Planner Grittman reviewed the ordinance with the Council and indicated the ordinance <br />34 presents a series of proposed code amendments for the City Council's third and final reading. Per <br />35 the Council's review and discussion of the material at the first reading, updates have been made <br />36 to a few of the sections. The "final" ordinance represents the summary of those comments, with <br />37 no new changes since the second reading. <br />38 <br />39 Mr. Grittman referenced the cover memo and the final draft of the proposed ordinance, as well as <br />40 additional background related to the changes made to the parking sections in 2023. At that time, <br />41 the City Code was amended to separate parking and storage, shifting parking regulations into the <br />42 zoning section (152), and retaining nuisance storage in that section (92.19). Because there were <br />43 other nuisance storage issues to address, the updates to 92.19 were delayed, and the former <br />44 parking regulations in 92.19 remained until this round of updates. <br />45 <br />
