City Council Regular Meeting Minutes <br />April 23, 2024 <br />Page 2 <br />1 <br />2 A.Approve April 9, 2024, Council meeting minutes. <br />3 B.Licenses and permits. <br />4 C.Claims. <br />5 D.Resolution 24-030 Regarding Renewal of Municipal Insurance Coverage and the Non <br />6 Waiver of Tort Liability Limits for the League of Minnesota Cities Insurance Program. <br />7 <br />8 Motion by Councilmember Jenson, seconded by Councilmember Doolan, to approve the Consent <br />9 Agenda items. <br />10 <br />11 Motion carried 5-0. <br />12 <br />13 IV.PUBLIC HEARING. <br />14 <br />15 A.2024 Street Improvement Project. <br />16 <br />17 WSB Project Manager Katie Koscielak reviewed this evening Council is requested to consider <br />18 three resolutions; A Resolution Ordering Improvements for the 2024 Street Improvement <br />19 Project, A Resolution Adopting and Confirming Assessments for the 2024 Street Improvement <br />20 Project, and A Resolution Awarding a Bid for the 2024 Street Improvement Project. <br />21 <br />22 Ms. Koscielak reviewed the Proposed Mill and Overlay Projects proposed as well as the <br />23 Proposed Thin Maintenance Overlay Project. Also included is a project to replace the cracked <br />24 concrete panels in Salo Park. Projects in Silver Point Park include Mill and Overlay of the <br />25 Parking Lot, Reclaim and Pave the Trail, Replace Cracked Concrete Panels, and Remove and <br />26 Replace the Basketball Court. <br />27 <br />28 The common construction concerns include turf and driveway restoration, driveway access <br />29 maintained except spot curb replacement, special needs/events, sprinkler systems/invisible <br />30 fencing, mail/garbage service and private utilities. <br />31 <br />32 Project funding will come from the assessment policy for single family residential roadway mill <br />33 and overlay. Properties will be assessed on unit basis with Residential at 50%. Interior lots will <br />34 be considered one unit and corner lots will be considered 0.5 unit on each roadway. The <br />35 assessment policy for multi-family/church roadway mill and overlay properties will be assessed <br />36 on front foot basis for multi-family/church at 50%. Ms. Koscielak further explained the <br />37 assessments to various lots and provided a funding breakdown of the project costs showing <br />38 assessments and City Cost. The total proposed improvements are $2,361,900.00. <br />39 <br />40 The assessment process follows Minnesota Statute Chapter 429 – Public Improvements. Written <br />41 objection appeal must be presented in writing and signed by the property owner prior to or at the <br />42 hearing. Notice of appeal must be filed within 30 days after adoption of the assessment. The <br />43 interest rate is set at the time of assessment certification. A map showing the affected properties <br />44 for the assessments was provided for City Council review. The Mill and Overlay Assessments <br />45 are paid over a 10 year period. The interest rate is determined at the time of bond sale. Three <br />46 options are offered as pay-off full assessment to avoid interest, partial payment or apply directly <br />12
