City Council Regular Meeting Minutes <br />April 23, 2024 <br />Page 4 <br />1 <br />2 Motion by Councilmember Stephens, seconded by Councilmember Jenson, to approve <br />3 Resolution 24-033 A Resolution Awarding a Bid for the 2024 Street Improvement Project. <br />4 <br />5 Motion carried 5-0. <br />6 <br />7 V.REPORTS FROM COMMISSION AND STAFF - NONE. <br />8 <br />9 VI.GENERAL BUSINESS OF COUNCIL. <br />10 <br />11 A.Finance Annual Report. <br />12 <br />13 Finance Director Maloney reviewed the Finance Annual Report including Finance Overview, <br />14 Finance Staff, Core Accounting Functions for each Staff Member, Finance Activity Unique to <br />15 2023, Technological Advances, Long Term Financial Management, and Finance Brochure, The <br />16 complete Finance Annual Report can be found on the website at savmn.com/annual reports. <br />17 <br />18 Councilmember Jenson thanked Ms. Maloney for her leadership through all the staff changes. <br />19 <br />20 Mayor Webster thanked Ms. Maloney for acknowledging the work of past Finance Director and <br />21 for the working relationship you had with her through the transition. She thanked Ms. Maloney <br />22 for sharing the facilities assessment. <br />23 <br />24 B.Potential Police Services Partnership with Falcon Heights. <br />25 <br />26 Mayor Webster introduced the topic for discussion and provided some background information. <br />27 At the Town Hall Meeting the data gathered during the exploratory phase was reviewed. She <br />28 reviewed the purpose of the City Council and reviewed the meetings that have been held since <br />29 January 2024. <br />30 <br />31 St. Anthony Village currently provides contract policing services to the City of Lauderdale and <br />32 previously provided contract law enforcement series to Falcon Heights from 1994 through 2017. <br />33 The former policing partnership with Falcon Heights was highly valued in both communities. <br />34 The contract with Falcon Heights was terminated by both communities following the shooting <br />35 death of Philando Castile by a St. Anthony Police Department officer in July 2016. <br />36 <br />37 Falcon Heights has contracted with the Ramsey County Sheriff’s Office since January 2018, and <br />38 that contract will expire at the end of 2024. Falcon Heights is seeking a long-term fit for its <br />39 policing services beginning in 2025. The ASPD is currently authorized for 20 sworn officers, <br />40 increasing to 22 on July 1, 2024. If the partnership moves forward, St. Anthony Village will add <br />41 additional positions to support the expanded area while maintaining the high level of service the <br />42 St. Anthony Village and Lauderdale communities currently receive. <br />43 <br />44 The Process Stages include Phase 1 – Consider Concept – Preliminary conversations and a joint <br />45 meeting was held between Falcon Heights and St. Anthony City Councils to explore a renewed <br />46 partnership; Phase 2 – Stakeholder Input – Gather and analyze the feedback received from our <br />14
