This was the same presentation given at the Falcon <br />12 Heights Town Hall Meeting. The agenda for the meeting will consist of: <br />13 <br />14 Agenda <br />15 Opening Remarks – Mayor Webster <br />16 Background Information – City Manager Yunker <br />17 Stakeholder Engagement and Survey Input – Goff Public Vice President Ms. Winters <br />18 St. Anthony Police Department Feedback – Ethical Leaders in Action Dr. Weinstein <br />19 SAPD Preliminary Staffing & Contract Approach – City Manager Yunker <br />20 Town Hall Comment Period <br />21 <br />22 Mr. Yunker provided Background Information noting the Cities of St. Anthony Village and <br />23 Falcon Heights are exploring the potential of renewing a police services partnership. <br />24 St. Anthony Village currently provides contract policing services to the City of <br />25 Lauderdale and previously provided contract law enforcement services to Falcon Heights <br />26 from 1994 – 2017. The former policing partnership with Falcon Heights was highly <br />27 valued in both communities. <br />28 The contract with Falcon Heights was terminated by both communities following the <br />29 shooting death of Philando Castile by a St. Anthony Police Department (SAPD) officer in <br />30 July 2016. <br />31 <br />32 Falcon Heights has contracted with the Ramsey County Sheriff’s Office since January 2018, and <br />33 the contract will expire at the end of 2024. Falcon Heights is seeking a long-term fit for its <br />34 policing services beginning in 2025. <br />35 The SAPD is currently authorized for 20 sworn officers, increasing to 22 on July 1, 2024. <br />36 If the partnership moves forward, St. Anthony Village will add additional positions to <br />37 support the expanded area while maintaining the high level of service the St. Anthony <br />38 Village and Lauderdale communities currently receive. <br />39 <br />40 Mr. Yunker reviewed the 4 process stages being: <br />41 <br />42 Phase 1 – Consider Concept – Preliminary conversations and a joint meeting was held between <br />43 the Falcon Heights and St. Anthony City Councils to explore a renewed partnership. <br />44 <br />45 Phase 2 – Stakeholder Input – Gather & analyze the feedback received from our community <br />46 and police department. <br />4
