<br /> <br />Councilmember Doolan asked what the development obligations were for Apache Plaza. Ms. Ehlers <br />explained this included buying property, moving parcels, installing a lift station, and installing roads. She <br />noted these projects were done using TIF dollars. <br /> <br />Mayor Webster questioned if there were ways to use interfund loans in the next two to four years <br />knowing the TIF funds would be available in six years. Ms. Ehlers stated this would be possible, but <br />noted this would require borrowing from internal funds or through debt issuance. She reported the TIF <br />dollars would then be used for repayment in 2031. <br /> <br />Councilmember Doolan inquired if pooling dollars were used to help with the new infrastructure and <br />public safety expenses that was required around Apache Plaza. Ms. Ehlers stated when a TIF District is <br />created, increased costs for police, fire and streets were taken into consideration. She noted the amount <br />of streets really did not increase, nor did the need for increased fire services because the new buildings <br />were sprinkled. However, she indicated there were increases in public safety expenses. She was <br />uncertain how many officers the City had hired solely because of this development, but noted this was <br />looked at when the TIF District was created. <br /> <br />Mayor Webster questioned if pooled TIF funds could be used to clean the gas station site if it were <br />redeveloped into affordable housing. Ms. Ehlers reported this would be an allowed use for TIF funds. <br /> <br />Councilmember Randle asked if she recommended paying off the cash balances. Ms. Ehlers did not <br />recommend paying off the cash balances. However, she indicated the City had time to make decisions. <br />She stated the only reason she would recommend paying off the cash balance would be if a project were <br />to come forward. <br /> <br />Councilmember Jenson inquired how much time was required to make funds available if returned to the <br />County. Ms. Ehlers stated there was a pretty quick turnaround for these funds from the County. <br /> <br />Mayor Webster thanked Ms. Ehlers for her detailed presentation. <br />3. Future Work Session Dates, Times, and Agenda Items <br /> <br />City Manager Yunker reviewed the upcoming Work Session dates, times, and agenda items. <br />Councilmember Doolan requested the meeting topics that were supposed to be addressed in March be <br />rescheduled, since this meeting was canceled. <br />Councilmember Stephens recommended protocol and an onboarding procedures be discussed at a <br />future worksession meeting. <br />A. Future Agenda Items <br /> <br />The next Work Session will be held on April 23, 2024 in the Council Chambers. <br /> <br />4.
