City Council Regular Meeting Minutes <br />May 14, 2024 <br />Page 3 <br />1 mitigate or clarify potential impacts from the revised plan. With those conditions, staff <br />2 recommends approval of the proposed CUP. <br />4 Councilmember Doolan expressed concern with the safety of the food runners. City Planner <br />5 Grittman reported the food runners currently cross traffic routinely and noted the change would <br />6 formalize the white spaces more effectively on this site of the facility. He commented further on <br />7 how traffic would flow through the site noting there was still egress from the south parking lot. <br />9 Councilmember Doolan inquired if there would be additional wait space for the drive-thru. City <br />10 Planner Grittman explained there would be additional wait space. <br />11 <br />12 Councilmember Jenson requested further information on how the traffic lanes would flow <br />13 through the site. Rachel Bulbo, representative for the applicant, reviewed the location of the <br />14 drive through menu and bypass lanes. She noted there would be eight designated wait spaces for <br />15 the double menu board, which was more than Culver's has now. <br />16 <br />17 Councilmember Doolan indicated there would be an increase in the number of waiting cars <br />18 between the restaurant and the Equinox apartments. She questioned if there were any efforts to <br />19 reduce the amount of exhaust that goes up to the apartment complex. Ms. Bulbo reported a <br />20 retaining wall would be installed on this side of the property leading up to the apartment complex <br />21 garage. <br />22 <br />23 Councilmember Stephens questioned if the two drive thru lanes would go down into one lane. <br />24 Ms. Bulbo stated this would be the case. <br />25 <br />26 Jenny Hedmeyer, Culvers ownership representative, explained her staff was very excited about <br />27 having a double menu drive thru configuration noting this would be more effective for her team <br />28 members. <br />29 <br />30 Motion by Councilmember Stephens, seconded by Councilmember Jenson, to approve <br />31 Resolution 24-035, a Resolution Approving a Request for a Conditional Use Permit for <br />32 Modifications to a Restaurant Drive -Through in a "C", Commercial District. <br />33 <br />34 Motion carried 5-0. <br />35 <br />36 VI. GENERAL BUSINESS OF COUNCIL. <br />37 <br />38 A. Resolution 22-036 — Resolution Approving a Special Event Permit at 3701 Stinson <br />39 Boulevard NE. <br />40 <br />41 City Manager Yunker presented the draft resolution to approve a special event permit request <br />42 from The Dive Sports Bar and Grill at 3701 Stinson Boulevard NE on May 18 and 19, 2024. The <br />43 special event permit application was included in tonight's meeting packet. <br />44 <br />
