Parks and Environmental Commission Regular Meeting Minutes <br />March 4, 2024 <br />Page 3 <br />1 <br />2 Chair Fee stated she helped Commissioner Doolan with the Water Conservation Contest. <br />3 There were 52 posters entered. The winners were recognized at the City Council meeting last <br />4 week. She attended the Goal Setting Sessions in January. <br />5 <br />6 Commissioner Bakke had no report. <br />7 <br />8 II.OTHER BUSINESS. <br />9 <br />A.10 Beekeeping Ordinance. <br />11 <br />12 City Code Official Richard Sonterre reviewed The draft ordinance provided has been created <br />13 to meet the guidance given to staff by the Parks and Environmental Commission. The code <br />14 sections are summarized to assist in the Commission’s discussion and review. Staff found a <br />15 draft ordinance on the MN Hobby Beekeepers Website and began using this as a basis for the <br />16 draft Ordinance. Staff also reviewed established language available from Coon Rapids, Falcon <br />17 Heights, Fridley and Mounds View. The vast amount of language within these City <br />18 Ordinances appears to have also come from the Minnesota Hobby Beekeepers draft ordinance <br />19 as well. Each city made some modifications to meet their own specific needs, but on the <br />20 whole are very similar. Staff engaged Jenny Warner, beekeeping specialist in the U of M <br />21 Entomology Department/Bee Lab, who reviewed our draft and was fully supportive of its <br />22 content. Ms. Jessica Helgen, from the U of M Bee Lab was present at the meeting. Copies of <br />23 the draft ordinance were provided to the Commissioners in PDF form. Mr. Sonterre reviewed <br />24 the items that were missed from the original draft in excel form that was distributed as part of <br />25 the meeting packet. <br />26 <br />27 Mr. Sonterre reviewed the proposed ordinance sections: <br />28 <br />29 Section 1 – Identifies and defines key words associated with the language contained within <br />30 the proposed beekeeping ordinance. <br />31 <br />32 Section 2 – Establishes a statement of purpose to guide the beekeeping ordinance. <br />33 <br />34 Section 3 – Defines the requirements for approval of a required beekeeping license. <br />35 <br />36 Section 4 – Establishes location and setback requirements for an apiary. <br />37 <br />38 Section 5 – Identifies required conditions for the purpose of licensing of an apiary, as well as <br />39 a basis for inspections and license renewal applications. <br />40 <br />41 Section 6 – Provides policies and practices for inspections and, if needed, revocation of <br />42 licenses. <br />43 <br />44 Section 7 – Serves to provide guidance for the relocation and removal of an apiary. <br />45
