City Council Regular Meeting Minutes <br />July 9, 2024 <br />Page 4 <br />2 Councilmember Randle stated seven years in a row a great audit. <br />4 Councilmember Jenson stated the amount of detail in the audit book was incredible. <br />5 <br />6 Councilmember Stephens thanked all for their hard work. <br />7 <br />8 Councilmember Doolan stated she appreciates the staff s work. <br />9 <br />10 Mayor Webster stated she appreciates Mr. Hering's clarity and thanks to the audit team and City <br />11 Staff. <br />12 <br />13 Councilmember Stephens asked about the debt and Mr. Yunker provided a lengthy explanation. <br />14 <br />15 B. Ordinance 2024-02 Amending the St. Anthony City Code by Amending Section 91 of the <br />16 City Code Relating to Animals. <br />17 <br />18 City Planner Grittman reviewed the proposed beekeeping ordinance changes are being brought to <br />19 the City Council for the third of three readings. At the June 25, 2024 meeting, the Council <br />20 forwarded the second reading following updates made to the proposed regulations relating to <br />21 questions around whether notice of a neighboring bee -sting allergy should disqualify the <br />22 application, or whether such notice should merely inform the Council's consideration of an <br />23 application. The Council also sought information on how other communities treat this matter <br />24 (neighbor allergies), and how that issue might relate to general nuisance considerations. <br />25 <br />26 Staff requests that the City Council approve the third reading of the Ordinance 2024-02 , <br />27 adopting the ordinance in final form. Staff continues to recommend that the moratorium <br />28 ordinance enacted last August continue in force as further materials are generated by the State of <br />29 Minnesota over the next several months. <br />30 <br />31 Councilmember Randle asked if there are other cities that have adopted this. Mr. Grittman stated <br />32 a number of other communities have adopted these kinds of rules. He stated personally it is the <br />33 craziest thing he has ever heard of. <br />34 <br />35 Councilmember Doolan stated historically there have been beekeepers in St. Anthony. This <br />36 Ordinance is necessary and includes training is required. <br />37 <br />38 Councilmember Jenson stated this ordinance adds criteria for neighbors that may have allergies <br />39 to bee stings. <br />40 <br />41 Motion by Councilmember Jenson, seconded by Councilmember Stephens, to approve 3' <br />42 Reading and Adopt Ordinance 2024-02 Amending the St. Anthony City Code by Amending <br />43 Section 91 of the City Code Relating to Animals. <br />44 <br />45 Motion carried 5-0 . <br />46 <br />
