City Council Regular Meeting Minutes August 15, 2024 Page 4 Pedestrian Safety Improvements (Optional Bid) Installation of the pedestrian refuge to enhance the existing pedestrian crossing on Silver Lake Road at 340' Avenue NE 6 Ms. Koscielak reviewed the Project Costs/Funding and Project Schedule. The total project cost is 7 $2,815,300 with $612,900 through assessments and $2,202,40 City cost. Residents can sign up to 8 receive email and/or text message project status updates by visiting the project webpage located 9 under Government then Projects on the City's website at littps://savnm.com. 10 11 Mayor Webster thanked Ms. Koscielak for her overview. 12 13 Councilmember Jenson noted in 2024 a large mill and overlay project is being done along with 14 plans for next year and asked if this will complete all the mill and overlay projects. Ms. 15 Koscielak stated it will get us started. We are trying to get caught up by doing it on streets that 16 are 15-20 years old. This will be one of the larger projects. 17 18 Councilmember Stephens asked about the safety of the materials that are being used as she heard 19 some things on the news. Ms. Koscielak stated they follow MNDOT recommendations. City 20 Engineer Justin Messner stated all materials are heavily studied. No types of materials will leave 21 the environment. These materials are not used for playgrounds only the asphalt streets. They will 22 add to the website the information on the materials. 23 24 Councilmember Doolan asked about the park improvements on the central path and asked what 25 is being done to improve the drainage in that area. Ms. Koscielak stated the elevations are 26 measured and a traditional survey was done. If more than reclaim and pave it as needed it will be 27 brought to Staff. That area has been identified and will be looked at further. Councilmember 28 Doolan asked if there will be flashing lights in the center of the pedestrian refuge. Mr. Messner 29 stated the visibility will be enhanced for the crossing. Hennepin County does not like us to use 30 flashing signs in the middle. Some sort of non -flashing signage will be used. Councilmember 31 Doolan noted this road is used frequently by police, fire, and public works vehicles. Mr. Messner 32 stated the width of the road was taken into account. 33 34 Councilmember Jenson asked if the two flashing LED stop signs will remain and Mr. Messner 35 stated they will remain along with the flashing beacon. Councilmember Jenson stated they are 36 very visible and glad they will remain. 37 38 Councilmember Doolan asked about the projected costs and asked how many homes will be 39 assessed next year compared to this year. Ms. Koscielak stated there are 177 assessable parcels 40 in this project. This year $2200 per property will be assessed with the hope that the amount will 41 come down. Mr. Messner stated the amount assessed only applies to the area in front of their 42 homes. 43 44 Mayor Webster stated this year's project estimated assessment came in lower than estimated. If 45 the bids come in lower the assessments are lower. This is the #1 crosswalk for concerns. 46 Partnering with the County will make this crosswalk even safer.
