September 24, 2024 St. Anthony Council Work Session - 4 <br />Falcon Heights 27% <br />Lauderdale 15% <br />The approximate contract price in 2026 would be $1,879,200. <br />Staff is in the process of determining a contract price for the phase beginning March 1, 2025, until full <br />staffing is reached. This will be provided for the Council for the partnership decision meeting. <br />Facility Upgrades Needs – The architect’s estimation for renovations/expansion of the existing facility to <br />address all the needs would be in the range of $1,800,000 - $2,200,000 in 2025 dollars. Staff is not <br />proposing that an entirely new police station be constructed. Staff re-engaged with Oertel Architects to <br />review how to renovate and expand the department’s facility to address current and future needs in an <br />optimal manner as a result of the exploration of a renewed partnership with the City of Falcon Heights, <br />which introduced a possible funding source. Staff also toured other, newer public safety facility to see <br />current design trends so that any expansion would address needs effectively. From that, the scope of <br />Oertel Architects was modified to include the following: <br />Repurpose existing spaces to be more useable. <br />Needs for training and meeting space. <br />Larger secure evidence storage. <br />Improved daylight access. <br />Additional equipment storage. <br />Rework locker rooms. <br />Improve reception area. <br />Larger garage and secured storage. <br />Indoor garage for all department vehicles. <br />Expansion of evidence processing and storage space beyond previous scope. <br />Addition of officer workstations and offices. <br />Dedicated spaces for classroom style training and tactical style training and related storage. <br />These desired attributes expands the scope considerably and integrating them into the existing footprint <br />of the building without significant concessions is not possible. Oertel Architects engaged with a <br />structural engineer to assess to feasibility of adding a second level to the existing building as an option <br />to consider. From that assessment it was confirmed that adding a second level to the Community Center <br />would require reinforcing each roof truss one by one to accept the greater load. The current structure <br />was designed to utilize all bricked walls as load-bearing, thus the smallest roof trusses possible were <br />used. The entire roof structure would need to be removed and replaced with a new structure designed <br />to accept the weight load and allow for more reconfiguration options. <br />As a result, Oertel Architects proposed two preliminary concepts to add space to the existing building, <br />one to the south and east as a single level, and one as a partial two-level. The estimated cost of this is in <br />the $8,000,000 - $10,000,000 range. This option would not address any other needs in the Community <br />Center facility and only address the Police Department itself and staff does not recommend this <br />approach. <br />Staff continued to discuss and asked Oertel Architects to review if adding to the existing Fire <br />Department building would be feasible. This was due to known space limitations in the Fire Department, <br />and to acknowledge the trend of joint police and fire facilities being constructed in other cities. This <br />allows for the sharing of spaces such as training, fitness and emergency operations spaces. This would <br />address space needs for both the Police Department and the Fire Department as well. <br />14
