City Council Regular Meeting Minutes <br />September 24, 2024 <br />Page 10 <br />1 Mayor Webster stated the Staff recommendation was to reincorporate the original conditions and <br />2 add the conditions from the Planning Commission which is one option. Another option would be <br />3 to recommend the request but limit the conditions. Another option would not be to approve the <br />4 request at this time. <br />6 Councilmember Doolan asked when the site was purchased by Tibyan or is it conditional on the <br />7 approval of the zoning request. She stated the intended use for affordable housing is important. <br />8 Mr. Hussein stated the building was purchased outright in April 2024. He stated there was <br />9 nothing indicating that the building could only be used for affordable housing. Nothing in <br />10 writing that the site needs to be cleaned, the building demolished or that it can only be used for <br />11 affordable housing. Their ownership of the property is for a land use change. <br />12 <br />13 Councilmember Randle asked if there was any history on the property provided to the purchaser. <br />14 Mr. Hussein stated they knew what the building was but there was nothing in the lien or contract <br />15 that the City earmarked the property for affordable housing. That discussion happened in the <br />16 Planning Commission meeting. <br />17 <br />18 Councilmember Doolan asked if the PUD currently indicates affordable housing. Mr. Lindgren <br />19 stated it has always been in the public record what the zoning was. The PUD was properly <br />20 adopted. Mr. Grittman stated the zoning was adopted by Ordinance. The zoning district adopted <br />21 for the site was for multi -family housing. The applicant was advised they would need to go <br />22 through this amendment process. Mr. Lindgren stated the City properly rezoned the property. <br />23 <br />24 Councilmember Jenson asked how that can be evaluated and what the next step should be. <br />25 <br />26 Councilmember Doolan stated when listening to the Planning Commission Meetings they <br />27 questioned if it could just be forwarded to City Council for decision without making a <br />28 recommendation. Affordable Housing is very important to her and there is no other land <br />29 available for development of affordable housing. She would welcome the Tibyan Center in the <br />30 community. She feels the affordable housing investment is very important. <br />31 <br />32 Councilmember Randle stated she agrees with Councilmember Doolan. We always talk about <br />33 affordable housing and we are at the point where there are no sites available in the City. If he had <br />34 to vote on this tonight he would vote no. He is not ready to approve it. <br />35 <br />36 Councilmember Elnagdy stated it is a very difficult decision. She understands the importance of <br />37 the Tibyan Center. The Council is trying to balance this with affordable housing. She could not <br />38 vote in favor at this time. <br />39 <br />40 Mayor Webster stated she heard the Planning Commission meetings also. She cares deeply about <br />41 the families moving into the community and we are losing families because there is not enough <br />42 affordable housing in the community. She was excited about the PUD that was established to <br />43 have an affordable housing option with two and three -bedroom units. St. Anthony wants to <br />44 continue to be a welcoming City. If Council was to move forward with approval the conditions <br />45 would need to remain in place. The air quality is essential for young developing brains. She <br />
