Preparation of traffic and parking impact assessment, identifying the peak capacity of the <br />2 <br />site during busy periods, and how the site would accommodate both traffic distribution <br />3 <br />and parking needs. This assessment needs to incorporate the requirements of Hennepin <br />4 <br />County related to changes to use and access to Kenzie Terrace, a County jurisdiction <br />5 <br />roadway. <br />6 <br />- Applicants provided supplemental materials on September 18, 2024. Traffic study <br />7 <br />anticipates traffic primarily directed to and from I-35W. This would indicate that <br />8 <br />vehicles would enter the site via Kenzie Terrace. <br />9 <br />- Supplemental materials describe that traffic entering and exiting the site for youth <br />10 <br />educational programs are anticipated to be parent drop-off and pick-up. The <br />11 <br />proposed site plan illustrates a drop-off and pick-up lane along the west side of the <br />12 <br />building. Plans indicate allowing space for 10-15 stacked cars for drop-off and pick- <br />13 <br />up. Based on proposed configuration of drop-off and pick-up lane with the building <br />14 <br />entrance, staff anticipates that the majority of vehicles existing the site would use <br />15 <br />Kenzie Terrace following drop-off and pick-up. <br />16 <br />- The traffic and parking study will be subject to review by Hennepin County. <br />17 <br />7. Information documenting environmental conditions on the property, and how the <br />18 <br />applicants proposed to address those conditions given the proposed uses and changes to <br />19 <br />the site and/or building. <br />20 <br />- Stantec Consulting Services Inc. prepared the Environmental Conditions Summary on <br />21 <br />behalf of the Applicants. <br />22 <br />- For the site soil, Stantec is recommending that any future soil handling and <br />23 <br />management activities are performed in cooperation with an environmental <br />24 <br />professional and the MPCA-approved Response Action Plan and Construction <br />25 <br />Contingency Plan. <br />26 <br />- For site groundwater, the proposed Site plans do not include activities related to <br />27 <br />groundwater, Stantec recommends that if groundwater is encountered as part of <br />28 <br />future Site activities an environmental professional and the MPCA-approved <br />29 <br />RAP/CCP as prepared for MPCA Site are consulted. <br />30 <br />- For site soil vapor intrusion, Stantec recommending that the building HVAC system is <br />31 <br />made fully functional prior to building occupancy. It is further recommended that an <br />32 <br />active vapor mitigation system is implemented in the site building in accordance with <br />33 <br />the MPCA-approved RAP/CCP. <br />34 <br />- Per the recommended conditions of the PUD amendment, the Applicants need to <br />35 <br />confirm who they will address the conditions identified in the Summary. <br />36 <br />37 A PowerPoint was provided describing the use on the site. The presentation also included the <br />38 Tibyan Community Center Traffic Study Report, Usage of Tibyan Community Center and <br />39 Traffic Study, Environmental Conditions Summary from Stantec, Vapor Intrusion Building <br />40 Survey Form from MN PCA, Parking Study for Tibyan Community Center, and the Land Use <br />41 Application. A memorandum from Stan Ross was also included for Council consideration. <br />42 <br />43 Mayor Webster recalled when the land swap was first done, the purchaser was going to demolish <br />44 the building and had a plan to put in a vapor barrier for the contaminated site. There was also a <br />45 landscape plan that appears to be included in this request with modifications. A landscape <br />46 component is often included in requests such as this. <br />
