Contract Agreement for Police Services <br />Page 1 <br />CONTRACT AGREEMENT <br />FOR POLICING SERVICES <br />This Agreement is made and entered into as of ,2025 between the CITY OF ST.ANTHONY,a <br />municipal corporation under the laws of the State of Minnesota ("St.Anthony")and the CITY OF FALCON <br />HEIGHTS,a municipal corporation under the laws of the State of Minnesota ("Falcon Heights"),each a <br />“Party” and collectively the “Parties”. <br />I.RECITALS . <br />WHEREAS,Falcon Heights is need of,and desires to contract for,the performance of “Policing Services” <br />for and within the jurisdictional boundaries of Falcon Heights by and through the St.Anthony Police <br />Department; and <br />WHEREAS,St.Anthony agrees to render such Policing Services on the terms and conditions hereinafter <br />set forth; and <br />WHEREAS,this Agreement is authorized and provided for by the provisions of Minnesota Statutes § <br />412.221, Subd 2., § 471.59 and § 436.05. <br />NOW THEREFORE ,in consideration of the foregoing and of the mutual promises set forth herein, <br />the Parties hereto agree as follows: <br />II.DEFINITIONS . <br />The following terms used in this Agreement shall have the meanings given to them in this section. <br />A.“Agreement ” has the meaning set forth in the preamble to this Agreement and shall include all <br />Exhibits and Appendices hereto. <br />B.“Applicable Law ” means all applicable laws, statutes, and ordinances, rules and regulations of <br />any Governmental Authority. <br />C.“Business Day ” means any day other than a Saturday, Sunday or any day which is a federal <br />holiday in the United States of America. <br />D.“Calls for Service Ratio ” The ratio which a single city' s calls for service bears to the calls for <br />service of all participating cities, expressed in percent to the nearest tenth of one percent. <br />E.“Contract Cities” means Lauderdale, Falcon Heights and any other city that contracts with St. <br />Anthony for Policing Services. <br />F.“Interest Rate ” means 0.04% per day or the maximum rate of interest allowed under Applicable <br />Law, whichever is lower. <br />G.“Joint Operations Committee” has the meaning set forth in section X. <br />H.“Policing Services” has the meaning set forth in section IV. <br />I.“Population Ratio ” The ratio which a single city' s population bears to the population of all <br />participating cities, expressed in percent to the nearest tenth of one percent.
