<br /> <br /> <br /> <br />MEMORANDUM <br /> <br /> <br />To: Mayor Webster and St. Anthony Village City Council <br />From: Stephen Grittman, City Planner <br />Date: September 18, 2024 <br />Meeting Date: September 24, 2024 <br />RE: St. Anthony – 2401 Lowry Ave. NE PUD Amendment <br />GC Project No. 140.01 – 24.05 <br /> <br />PROJECT UPDATE <br />This memorandum forwards supplemental materials submitted by the applicants for the PUD <br />Amendment at 2401 Lowry Ave. NE. The materials are intended to be in response to additional <br />analysis and data requested by the Planning Commission as a part of the Commission’s <br />recommendation of approval of the PUD Amendment. Because of the timing of the <br />submission, staff has had limited opportunity to review and report on the content of the newly <br />submitted materials prior to preparation of staff reports for the meeting agenda. <br />The supplemental materials are intended to address the following: <br />1. Provide information on staffing during religious services in the multi-purpose room, and <br />scale the capacity of the assembly to match the remaining available parking on the site, <br />at the rate of 2.5 persons per parking space. <br />- Anticipated volumes provided for programs would not exceed total parking available <br />on site. Volumes do not reflect future plans related to business space rental. <br />2. Provide an interior floor plan schematic that shows the planned multi-purpose space, <br />and how assembly capacity will be controlled to meet the maximum imposed by the <br />parking supply. <br />- Interior floor plan provided for first floor. <br />3. Close the westerly of the two access driveways to Kenzie Terrace, and add green space <br />and landscaping to replace the driveway removal. <br />- Updated site plan (page 89 of packet) shows closure of westerly driveway to Kenzie <br />Terrace. Green space and landscaping not confirmed. <br />4. Provide a more detailed landscaping plan that identifies the proposed planting materials <br />in the illustrated green spaces on the site, as well as the existing green spaces at the <br />perimeter of the site, including a maintenance plan for improving those overgrown <br />areas.
