MEMORANDUM <br />To:Mayor Webster and St. Anthony Village City Council <br />From:Stephen Grittman, City Planner <br />Date:City Council Meeting – October 22, 2024 <br />GC Project No.140.00 <br />Request:Cannabis – Zoning Ordinance Amendments <br />Property Address: NA <br />Property PID:NA <br />PROJECT DESCRIPTION <br />The City Council considered the initial draft of a cannabis regulation ordinance as a first reading <br />on September 10, 2024. At that first reading, the Council discussed a number of alternatives <br />that, under the legislation, the City has some discretion to consider. The discussion resulted in <br />edits to the first reading. At its regular meeting on October 8, the City Council made some <br />additional adjustments to the text. The original edits (between Reading 1 and 2) are included in <br />the attached draft in redline, while the adjustments made between Readings 2 and 3 are <br />reflected in the draft ordinance attached to this report, and highlighted in redline bold. A few <br />typographical edits have also been made (identified below), but not included in the redlining <br />for easier reading. These latest updates are summarized as follows: <br />Subp. (I): A correction was made to renumber what is now paragraph (2). <br />Subp. (L): Following the City Council discussion on measured buffer distances, staff has <br />provided the original option (along public streets), and then added options for measurement <br />along the shortest public sidewalk, as well as measurement along the shortest private sidewalk <br />open to the public. The shortest of these would be the effective buffer distance from the <br />specified land use. <br />Subp. (O): Corrected a typographical error. <br />Subp. (P)(1)(d)5.: This section was further amended to specify that both the buffer distance <br />(from Subp. L) and the zoning district (from Subp. M) must be observed for retail sales at a <br />cannabis event. <br />Subp. (P)(2): Corrected a typographical error.
