October 8, 2024 <br />Page 2 <br />Subp. (P)(4) This addition is intended to specify that an application for a temporary event <br />denied by the City Council would be required either to resubmit, or amend their original <br />application, at the discretion of the Council. At the prior meeting, it was further clarified that <br />staff will typically have the ability to review a pending application for completeness and other <br />defects prior to Council action. <br />REQUESTED COUNCIL ACTION <br />The updated draft ordinance regulating cannabis business is attached for review and <br />consideration as a second reading. As noted below, the Planning Commission recommended <br />approval of the general regulations with comment, and the City Council incorporated many of <br />those comments in its discussion of the first reading. With any further requested edits of the <br />various sections, staff requests approval of the third reading of this ordinance. <br />The original staff report material is available in prior packets for Councilmember reference. <br />STAFF AND PLANNING COMMISSION RECOMMENDATION <br />The Planning Commission originally voted to pass the draft on to the City Council for its action. <br />The ordinance had been reviewed at two prior readings. Staff has amended the attached <br />version with additional edits to ensure that the final draft for third reading is fully updated. <br />As noted previously, municipal sales, law enforcement, and other administrative or General <br />Code aspects of the law are left to separate consideration by City Council. <br />ATTACHMENTS <br />Exhibit A:Draft Ordinance Amendment 2024-05 <br />Exhibit B:Minn.
