DECISION TIMELINE <br />City of Falcon Heights explored temporary options with neighboring agencies on temporary services without <br />success and made a request to the Ramsey County Sherrif’s Office (RCSO) to extend services through 2025. The <br />RCSO declined and offered no more than two extra months of coverage, through February 28, 2025. <br /> <br />This is the rationale behind the Appendix A added to the draft contract that references adding service level over <br />time beginning on March 1, 2025. This also impacts the approach for adding additional officer and staff to <br />support the City of Falcon Heights, and the financial support needed to do so without impacting the City of Saint <br />Anthony Village tax levy, which is reflected in the staffing section below. <br /> <br /> <br />LESSONS LEARNED FROM THE PREVIOUS RELATIONSHIP & SHARING RISK <br />As formal and informal conversations have taken place and community feedback has been received on this <br />topic, three areas of concern have been raised: <br />• Ensure participating City Councils foster an effective partner relationship <br />• Clearly defined service expectations, chain of command, and authority over policing strategies <br />• Appropriate sharing of financial impact related to extraordinary incidents <br />Staff has the below ideas to offer for consideration on addressing these areas: <br /> <br />CITY COUNCILS’ RELATIONSHIP <br />The three participating City Councils should establish a formal or informal commitment to regularly <br />communicating and building relationships. This could include coordinating attendance at conferences and <br />events or an annual joint formal meeting that may or may not focus on police services. <br /> <br />The overall objective is that the policy-makers who ultimately control the partnership maintain continuity as <br />members change and each community evolves to enhance stability for the Police Department and the Police <br />Officers who would serve the combined communities of Saint Anthony Village, Falcon Heights and Lauderdale. <br /> <br />CLEARLY DEFINED SERVICE EXPECTATIONS <br />The top administrative personnel from each city and the chosen command staff from the Police Department <br />should meet and discuss police services and community needs on a regular basis.
