The objective would be to improve communication between the partner cities and ensure expectations of the <br />Police Department are clearly understood and balances consistency with the unique needs of each partner city. <br /> <br />SHARING FINANCIAL IMPACT <br />City staff from Saint Anthony and Falcon Heights coordinated with our respective City Attorneys and the League <br />of Minnesota Cities Insurance Trust to draft language to address this concern. <br /> <br /> <br />ST. ANTHONY POLICE DEPARTMENT SWOT ANALYSIS & BENEFITS TO THE CITY AND POLICE DEPARTMENT <br />Police Department leadership staff conducted a SWOT Analysis, and the breakdown below expands on the <br />identified aspects. It also contains the anticipated benefits to the Police Department, and thus to the City of <br />Saint Anthony Village of a renewed partnership within the ‘Opportunities’ section: <br /> <br /> <br /> <br />ST. ANTHONY POLICE DEPARTMENT INPUT <br />From the beginning of the discussion on a possible renewed partnership, the perspective of the police <br />department was a top priority for City leadership to receive. The City engaged Ethical Leaders in Action, Inc. to <br />gather that input and communicate the department personnel’s input for the Council to consider along with the <br />broader community input. <br /> <br />Nearly all department personnel including command staff, patrol officers, investigations and non-sworn staff <br />were interviewed over multiple days. At this point, officers have a range of perspectives on the concept of a <br />renewed partnership, while also expressing their commitment to professionalism, belief in their work culture, <br />and their support and trust in the department leadership. In addition, it is critical that any renewed partnership <br />is done right, and themes around what that means are listed below. <br />
