City Council Regular Meeting Minutes <br />September 24, 2024 <br />Page 9 <br />1 Councilmember Jenson stated he has concerns about the solvents that are seeping into the air and <br />2 into the building. That was all going to be mitigated if the building was torn down. Mr. Ryan <br />3 McElrath stated the decision to keep the building as it is does not alter the known contamination. <br />4 The vapor mitigation system will take care of the current vapor intrusion. Mr. Hussein stated in <br />5 one of the vandalisms the computer that runs the HVAC system was stolen. If there is no <br />6 disturbance to the land it will be ok. They want to make the center safe for everyone. They will <br />7 continue to monitor the site. <br />8 <br />9 Mayor Webster asked community members for their comments. <br />10 <br />11 Mr. Mohammed Hassan, 3760 Silver Lake Road, stated he graduated from Tibyan Institute and <br />12 is a teacher for the Institute. He believes this center would be beneficial to the community. <br />13 <br />14 Mr. Hamsa Dacarim, Fridley, stated he is a student from Tibyan Center. He is a freshman at the <br />15 University of Minnesota. The commute to South Minneapolis is bad and the center in St. <br />16 Anthony would reduce the commute for he and his peers. <br />17 <br />18 Ms. Shiel, 2503 37th Avenue NE, is a small business owner in St. Anthony. She is excited for the <br />19 Tibyan Center in St. Anthony. <br />20 <br />21 Ms. Sara Knauz 425 Madison Avenue North, stated she is an educator and a member of a <br />22 religious community. The Tibyan Center would be a great addition to St. Anthony and the <br />23 community they create. Everyone would benefit from the Tibyan Center. She supports it. <br />24 <br />25 Mr. Osman Amad, 2930 Blaisdale, supports the Tibyan Center. Everyone cares about the <br />26 community. The decision is important for current times. The youth need a place to go. His two <br />27 children follow the Tibyan Center and are on a waiting list. The center could attract many new <br />28 residents to St. Anthony. <br />29 <br />30 Mr. Cisman Hashi, 2521 38th Avenue, asked the Council to approve this request. <br />31 <br />32 Mr. S. Mohammed 2375 Hampton Court, New Brighton stated the current Tibyan Center is very <br />33 crowded. The new center would be closer to home and a much better location. <br />34 <br />35 Mr. Ahmed Ali 3575 Snelling Avenue North, building inspector. He asked if the City was liable <br />36 when the building had a bank in it. Tibyan is a renowned center and he asked Council to do their <br />37 due diligence. He requested the Council approve the request. The community needs this center. <br />38 <br />39 Mr. W., Board Member of Tibyan, student and graduate of Tibyan. He stated he has benefitted <br />40 from numerous cities and Tibyan. <br />41 <br />42 Mr. N, North Minneapolis, stated he has worked with the City Council in Minneapolis and <br />43 different organizations within the City. The City will benefit from the Tibyan Center. He attends <br />44 the University of Minnesota. They want to engage with the community. <br />45
