Mr. Hussein stated there are several <br />2 types of traffic studies. This is a projection based on usage. Weekends will be higher usage. <br />3 Additional traffic studies can be done upon request in the future. <br />4 <br />5 Councilmember Doolan stated she appreciates the services the center offers to youth. She asked <br />6 about the services the center would bring to the community. She has received emails from across <br />7 the company requesting she approve the request. Only two of those emails came from St. <br />8 Anthony. She asked how Mr. Hussein plans to engage the community and bring services to St. <br />9 Anthony as well. Mr. Hussein stated they are interested in a partnership with the City of St. <br />10 Anthony. Mosques are always open, and no one is every asked if they are a member. Everyone is <br />11 welcome. They will enrich the community. The parking lot will be an asset to the community. <br />12 <br />13 Councilmember Elnagdy asked about the outdoor play space which could benefit the <br />14 community. Is there enough of an environmental impact that would disturb the ground to create a <br />15 problem. The center is not financially ready to create that outdoor play space at this time. Mr. <br />16 Ryan McElrath stated there are buffers set with a four-foot clean buffer in place. <br />17 <br />18 Councilmember Doolan referred to the environmental study and that the site is contaminated. <br />19 She asked if the City has any future liability related to health risks associated with the building if <br />20 this usage change was approved. City Attorney Lindquist stated he would need more information <br />21 on what is needed for indoor occupancy. Mr. Ryan McElrath stated a vapor mitigation system <br />22 would be needed to prevent the intrusion of the contaminated air to enter the building. Air <br />23 quality was tested when Bremer occupied the building and there was no risk at that time. Mr. <br />24 Lindquist stated Council’s responsibility is to make sure the land uses approved are consistent <br />25 with the environmental standards. He does not believe this creates liability for the City. Mr. <br />26 Hussein stated a grant has been applied for to pay for the mitigation system. They want to make <br />27 sure the building is safe for everyone. <br />28 <br />29 Councilmember Jenson stated currently there are cancer-causing contaminated vapors that are <br />30 escaping into the air onto the property as well as inside the building. Mr. Ryan McElrath stated <br />31 samples taken a week ago included one of the samples containing tetrachlorethylene above the <br />32 residential screening value. It would not be recommended that someone live inside the building <br />33 at its current condition. No data has been obtained on the outside air recently. <br />34 <br />35 Councilmember Doolan referred to a longer-term risk associated with the contaminated soil. She <br />36 has strong reservations about what is on this site and the need to remediate it. She asked what the <br />37 City’s legal liability is related to future things that come along regarding chemicals and problems <br />38 coming off this site. Mr. Lindquist stated the more this is talked about the risk is increased. The <br />39 decision before Council is regarding land use. <br />40 <br />41 Councilmember Doolan asked about the 2021 land swap agreement. She supported that land <br />42 exchange to include affordable housing. In that plan the site would be remediated. Mr. Lindquist <br />43 stated the zoning decision is legally binding. The current land use is for multi-family housing. <br />44 The decision before Council is to change the zoning. <br />45
