MEMORANDUM <br />To:Mayor Webster and St. Anthony Village City Council <br />Charlie Yunker, City Manager <br />From:Stephen Grittman, City Planner <br />Date:Worksession Meeting – November 12, 2024 <br />GC Project No.140.00 <br />PROJECT DESCRIPTION <br />As a part of the 2024 Goal Setting, participants identified the exploration of establishing <br />regulations for electric vehicle charging stations. This memo outlines a few options for <br />discussion, and includes reference to the City of Roseville’s regulations, adopted in 2023, and <br />New Brighton’s – which mirror Roseville’s – adopted in 2024. <br />There are various model ordinances for EV charging that may be considered, including the <br />following: <br />1.Incentives to encourage – but not require – EV charging installation. Incentives <br />often include density bonuses, or other reductions in parking space standards. <br />2.Requirements for installing infrastructure (such as power supply and site plan <br />provisions, but forgoing installation of chargers until a future date. That future date <br />sometimes relates to a fixed period, or a time at the owner’s discretion. <br />3.Requirements for installing EV charging facilities as a component of new or <br />upgraded development. These requirements often create a tiered standard for the <br />number of charging facilities based on size of the project. <br />The third option is the one that Roseville has chosen, and that New Brighton has mirrored in its <br />own code. The Roseville ordinance is summarized below, and the New Brighton code language <br />is also included. Finally, the Roseville website information is provided to which presents their <br />requirements in written and graphic formats. <br />Roseville sets a minimum requirement for the following parking lots: <br />1.Any NEW parking lot of 5 or more spaces (multi-family and commercial/industrial) <br />2.Any NEW parking garage of 30 or more spaces (multi-family and commercial/industrial) <br />3.Any reconstructed parking lot of 25% or more of the surface.
