PAGE | 1 OF 2 <br />MEMORANDUM <br />To:St. Anthony Village City Council <br />From:Minette Saulog, Sustainability Coordinator <br />Date:November 12, 2024 City Council Meeting <br />Request:Authorization to Apply for the Metropolitan Council Environmental Services 2025 <br />Private Property I/I Grant <br />BACKGROUND <br />Attached for your consideration is a resolution authorizing the City to apply for the Metropolitan Council <br />Environmental Services (MCES) 2025 Private Property Inflow and Infiltration (I/I) Grant which is related <br />to the Ongoing Inflow and Infiltration (I/I) Program between the City of St. Anthony Village and the <br />Metropolitan Council of Environmental Services (MCES). <br />The City of St. Anthony Village is currently identified by the MCES as a contributor of excess I/I and as <br />such is included in the MCES I/I Grant Program. <br />Since being identified as a contributor of excessive I/I, the City has taken an aggressive approach to <br />mitigate I/I, some of which includes: <br />Adopted a City Ordinance that prohibits and requires disconnection of foundation (passive) <br />drains, sump pumps, and rain leaders <br />City-wide passive drain and sump pump inspection completed in 2007 <br />Implementation of a “point of sale” inspection program of sump pump and passive drainage <br />systems. <br />Annual street reconstruction programs include the complete replacement of sanitary sewer <br />system located within road right-of-way <br />Private sanitary sewer service video inspection of all properties within Street & Utility <br />Improvement areas and assistance with coordinating repair and/or replacement <br />Pre- and post-reconstruction sanitary sewer flow monitoring <br />The 2025 Private Property Inflow and Infiltration Grant Program provides $1.5 million in wastewater <br />revenue to provide grants to private property owners to help with repairs that will remove and prevent <br />clear water from entering the wastewater treatment system. The Minnesota Legislature amended <br />statute 471.342 to allow MCES to provide grant finding to local municipalities to assist private property <br />owners with costs associated with repairing sewer infrastructure on their property.
