PAGE | 2 OF 2 <br />Local communities, through their 2020 Comprehensive Sewer Plan submittals, indicate that at least 50% <br />of I/I comes from private property and sanitary sewer laterals, which in St. Anthony Village are owned <br />and maintained by private property owners up to the point of connection with the City of St. Anthony <br />Village sanitary sewer main pipe typically under the roadway. To promote the need for I/I mitigation, <br />local communities identified a need for funding for private property owners, which created this program <br />for which St. Anthony Village is eligible to participate. <br />With the average cost to repair or replace a private sanitary sewer service lateral estimated currently at <br />approximately $9,000 or greater, this grant will give local communities the ability to provide assistance <br />to property owners through this program and the distribution of funds to private property owners or <br />contractors in alignment with the grant program guidelines. <br />Eligible work includes: <br />Private lateral repair and/or replacement <br />Foundation drain disconnections and new sump pump, if associated with the foundation drain <br />disconnect <br />Sewer lateral inspection and cleaning costs if: <br />o Applicant meets the equity need or <br />o Televising and cleaning result in repair or replacement of sewer lateral <br />Grant awards may be 50% of eligible costs up to $5,000. For private property owners meeting their <br />municipality’s equity criterion, the grant award may increase up to $10,000. <br />The City received the Private Property I/I grant for 2024 and opened the online application for residents <br />in May of this year. Applicants were screened for funding eligibility based on the criteria above. At the <br />time of this Council Meeting, 4 residents have received grant awards worth a total of $21,559.67 <br />towards their repairs. The City pays the contractor on behalf of the grantee for the total amount of their <br />grant award. Grant dollars are received in the form of reimbursement from MCES on a quarterly basis. <br />Qualified spending on eligible work can happen between January 1, 2025 and December 31, 2025. <br />To participate in the program, cities are required to submit to MCES a signed resolution to accompany <br />the application by November 27, 2024. A resolution of authorization is attached for Council <br />consideration. <br />RECOMMENDATION <br />Staff recommends authorizing the application to participate in the 2025 Private Property I/I grant <br />program through MCES. <br />ATTACHMENTS: <br />Resolution 24-077
