City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />November 12, 2024 <br />Present: <br />Mayor & Council: <br />Mayor Wendy Webster, Councilmembers Lona Doolan, Jan Jenson and Thomas Randle <br />Absent: <br />Councilmember Nadia Elnagdy <br />Staff: <br />City Manager Charlie Yunker, Assistant City Manager Ashley Morello, and City Planner Steve Grittman. <br />Call to Order: <br />Mayor Wendy Webster called the Work Session to order at 5:30 p.m. <br />1.Approval of CC WS Meeting Minutes <br />A.October 22, 2024, City Council Work Session Minutes <br />Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve City Council Work <br />Session Minutes of October 22, 2024, as presented. <br />Motion carried 4-0. <br />2.Work Session Topics <br />A.Requirements for EV Charging for New Multi-Family Projects <br />City Planner Steve Grittman reviewed as a part of the 2024 Goal Setting; participants identified the <br />exploration of establishing regulations for electric vehicle charging stations. There are various model <br />ordinances for EV charging that may be considered including: <br />1.Incentives to encourage – but not require – EV charging installation. Incentives often include <br />density bonuses, or other reductions in parking space standards. <br />2.Requirements for installing infrastructure (such as power supply and site plan provisions, <br />but forgoing installation of chargers until a future date. The future date sometimes relates <br />to a fixed period, or a time at the owner’s discretion. <br />3.Requirements for installing EV charging facilities as a component of new or upgraded <br />development. These requirements often create a tiered standard for the number of <br />charging facilities based on the size of the project. <br />The third option is the one that Roseville has chosen, and that New Brighton has mirrored in its own <br />code. The Roseville ordinance is summarized below, and the New Brighton code language is also <br />included. Finally, the Roseville website information is provided to which presents their requirements in <br />written and graphic formats. <br />Roseville sets a minimum requirement for the following parking lots: <br />1.Any NEW parking lot of 5 or more spaces (multi-family and commercial/industrial). <br />5
