City Council Regular Meeting Minutes <br />November 12, 2024 <br />Page 7 <br />1 The City’s capital funds are updated annually, covering chain saws to fire engines. A <br />2 manufacturer’s suggested end of useful life does not define replacement date; equipment <br />3 condition is the determining factor. The process used by the City is: <br />4 Finance Staff provides updated schedules to department heads. <br />5 Department heads meet with their staff to evaluate their equipment’s condition and future <br />6 needs. <br />7 Department heads meet with the Finance Staff to reflect the updated information into the <br />8 proposed replacement schedule. <br />9 City Manager and Finance Director provide the proposed Capital plans to the City <br />10 Council for review and discussion. <br />11 <br />12 The Building Improvement Fund Sources include Building improvement levy, Community <br />13 Center transfer, Liquor Store reimbursements and Transfers. The Uses include HVAC, Roofs, <br />14 Lighting, Security, Windows & Doors and Tuck-pointing. <br />15 <br />16 Proposed projects for the Buildings Improvement Fund include: <br />17 City Hall <br />o18 Replacement of Trane RTU & ductwork in the gym. <br />o19 Water Heater replacements. <br />20 Fire Station <br />o21 Rooftop Units/HVAC. <br />o22 Overhead garage doors. <br />o23 Asst. Fire Chief office construction. <br />o24 Roof replacement. <br />o25 Fire Station concrete floor protection. <br />26 Public Works <br />o27 EV Charging station. <br />o28 Rooftop Unit/HVAC. <br />o29 Roof Replacement. <br />o30 Solar on public buildings project. <br />31 Park Buildings <br />o32 Central Park Pavillion Exterior updates. <br />o33 Emerald Park Pavilion Interior updates (LED). <br />o34 Silver Point Park Warming House HVAC and Parking Lot/trails mill and overlay. <br />35 Liquor Stores <br />o36 Marketplace liquor <br />o37 Silver Lake liquor <br />38 Water Heaters, Rooftop units, and Roof replacements. <br />39 <br />40 The Capital Equipment Fund Sources include capital equipment levy, equipment sales, grants & <br />41 donations and transfers. Uses include Fleet – squads & unmarked, public works trucks and fire <br />42 trucks and rescue vehicles, heavy equipment, specialty equipment and technology. <br />43 <br />44 Proposed projects for the Capital Equipment Fund include: <br />45 Police <br />o46 2024 – 2 Dodge Durango patrol SUVs. <br />17
