The union agreed to a 6% market adjust for <br />4 2025. The union also requested a step structure for Sergeants. <br />5 <br />6 Other changes in the Police Department contract: <br />7 Investigators pay, including VCET, increases from 3% to 4.5% over officer pay to align <br />8 with peers. <br />9 Uniform allowance increases from $900 to $1,100 for the year. <br />10 Addition of Sergeant step structure. <br />11 <br />12 Staff recommends approval of the 2025-2026 Agreement between the Law Enforcement Labor <br />13 Services, Inc #186 Local Representing the St. Anthony Police Department Licensed Employees <br />14 and the City of St. Anthony Village. <br />15 <br />16 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve Resolution <br />17 24-085 – Ratifying the 2025-2026 Agreement Between the Law Enforcement Labor Services, <br />18 Inc. #186 Local Representing the St. Anthony Police Department Licensed Employees and the <br />19 City of St. Anthony Village. <br />20 <br />21 Motion carried 5-0. <br />22 <br />E.23 Resolution 24-086 – Ratifying the 2025-2026 Agreement Between the International <br />24 Union of Operating Engineers Local No. 59 Representing the St. Anthony Public Works <br />25 Department Employees and the City of St. Anthony Village. <br />26 <br />27 City Manager Yunker reviewed the City and Union have an agreed-upon set of peers utilized for <br />28 comparison for each negotiation. The City also has a practice of applying the appropriate Cost of <br />29 Living adjustment across all positions throughout the City. The City follows the common <br />30 practice of negotiating two-year agreements so negotiations are necessary each year and can <br />31 provide predictability for the second year’s overall city budget and levy for personnel costs. <br />32 <br />33 This year it was evident that wages across all positions were increasing more rapidly than in <br />34 previous years, and market adjustments were needed to remain competitive. The Union agreed to <br />35 a 3% COLA increase for both 2025 and 2026. The union also requested a 6% Market <br />36 Adjustment for 2025. After careful review of their peers in comparative cities, it was determined <br />37 a 6% increase would align with those comparative cities. <br />38 Mr. Yunker reviewed other changes in the Public Works Department contract: <br />39 All snow removal duties are considered Heavy Pay. <br />40 Increasing clothing allowance from $125 to $200 per year. <br />41 Increasing Seasonal Emergency Adjustment Pay from $100 to $125 per month. <br />42 <br />43 Staff recommends approval of the 2025-2026 Agreement between the International Union of <br />44 Operating Engineers Local No. 49 AFL-CIO Representing the St. Anthony Public Works <br />45 Department Employees and the City of St. Anthony Village. <br />46 <br />10
