Planning Commission Regular Meeting Minutes <br />October 15, 2024 <br />Page 3 <br />1 significant drawbacks to the function of these land uses. As observed in the Roseville <br />2 example, distinction between the type of industrial district can lead to the compatibility of <br />3 clinic-style land uses in light industrial areas. The heavy industrial district would raise <br />4 concerns, but St. Anthony’s industrial area is dominated by lighter uses. <br />5 <br />6 Staff recommends approval of the amendment. While there can be concern with mixing <br />7 commercial and industrial uses, those concerns largely lie in heavy industrial areas. St. <br />8 Anthony’s district is dominated by lighter industrial activities, only small amounts of <br />9 warehousing, and other office uses that are already present. As such, staff finds that the <br />10 proposed amendment can be viewed as allowing an additional compatible use of the L-I <br />11 District. A draft Ordinance was provided for Commission consideration. <br />12 <br />13 Commissioner Rude asked if there was a reason previously to keep these types of businesses <br />14 away from LI zoning? Mr. Grittman stated this is an older model of zoning where the land <br />15 uses are very structured. The Commercial district was set up to handle the customer type of <br />16 businesses. The Industrial district was primarily manufacturing. Over time these two zoning <br />17 districts have combined. Commissioner Rude asked if those in the Industrial area may <br />18 complain about this amendment change. Mr. Grittman stated that would be conceivable. <br />19 Commercial operations generally get more complaints. Childcare are currently allowed in the <br />20 Industrial areas and that has been part of the ordinance for quite a while. Adult daycare was <br />21 added a few years ago. <br />22 <br />23 Commissioner Erickson asked if zoning use allowances are the same in the south and north <br />24 areas of the City. Mr. Grittman stated the areas north of 37th and east of Silver Lake Road area <br />25 is zoned the same way. Commissioner Erickson stated this seems positive. The Industrial <br />26 market is doing quite well currently. <br />27 <br />28 Commissioner Anderson asked if existing opportunities will be taken away from future <br />29 development. <br />30 <br />31 Chair Socha opened the public hearing at 7:20 p.m. <br />32 <br />33 No one appeared to address the Commission. <br />34 <br />35 Chair Socha asked if the Industrial areas tenants are at the maximum. Mr. Grittman stated he <br />36 has had some conversations with building owners as to what their acceptable uses are due to <br />37 having some vacant space. <br />38 <br />39 Commissioner Rude stated they could have come to the City just to rezone their property and <br />40 Mr. Grittman stated that would cause a spot zoning and that would be a less likely scenario <br />41 than just adding the use to the zoning. We are not allowed to have land uses with variances. <br />42 <br />43 Chair Socha stated she had one concern that she dislikes doing things piecemeal. Would a <br />44 broader amendment be more suitable. Mr. Grittman stated this district was updated a few <br />45 years ago and did not include the medical office category in this district and it was kept in the <br />46 Commercial district.
