Mr. Grittman stated administrative office space is <br />2 allowed in both districts. Daycare is allowed in both districts. There are some limited <br />3 allowances for retail outlets. <br />4 <br />5 Ms. Katie Jacobson, Columbia Heights asked if the City has considered a category of service <br />6 businesses where it would be defined as a business that isn’t retail but offers services such as a <br />7 daycare or clinic. She suggested redefining what the categories are. The difference between <br />8 St. Anthony and Columbia Heights is the size of Columbia Heights. They only have two sites <br />9 open currently. She suggested a category be added as a service provider. <br />10 <br />11 Mr. Grittman stated there is a clause in the Commercial District that addresses service <br />12 businesses. These are not allowed in the Industrial District due to a high rate of customer <br />13 traffic. <br />14 <br />15 Commissioner Rude questioned if the City is overlooking something. There may have been <br />16 reasons in the original zoning. Medical clinic offices seem to clump together not offering the <br />17 exact same services. Lawyers and Auto Dealers also seem to group together. He asked what <br />18 the Commission is to be considering. <br />19 <br />20 Commissioner Anderson stated this gives the property owner more flexibility. <br />21 <br />22 Chair Socha stated she was not thinking on the piecemeal comment to grant or deny this <br />23 request. She suggested there may be a broader category to make everything consistent. <br />24 <br />25 Commissioner Rude stated Ms. Jacobson’s comments were good. He believes in the free <br />26 market. The cost to society needs to be taken into consideration. He does not have a solution <br />27 and perhaps we should delay and look at this more to give businesses a better opportunity. <br />28 <br />29 Chair Socha stated she is concerned businesses are not staying in St. Anthony. <br />30 <br />31 Commissioner Rude asked if the Police or Fire Department have weighed in on this. If a <br />32 tenant were to occupy the space, they would need to meet the Fire Department review. <br />33 <br />34 Commissioner Erickson asked about licensure. Mr. Grittman stated the Department of Health <br />35 would handle the licensure. There are a lot of cities that have medical facilities in Light <br />36 Industrial. <br />37 <br />38 Chair Socha closed the public hearing at 7:40 p.m. <br />39 <br />40 Motion by Commissioner Anderson, seconded by Commissioner Gaveske, to recommend the <br />41 City Council approve an Ordinance 2024-06 – Amending the St. Anthony City Code, By <br />42 Amending Section 154.141 Relating to Permitted USES in the L-I Light Industrial District. <br />43 Also to direct Staff to research the Code further and bring it back to the Commission for <br />44 review. <br />45 <br />46 Motion carried 5-0.
