MEMORANDUM <br />To:Mayor Webster and St. Anthony Village City Council <br />St. Anthony Village Planning Commission <br />Charlie Yunker, City Manager <br />From:Stephen Grittman, City Planner <br />Date:Worksession Meeting – December 17, 2024 <br />GC Project No.140.00 <br />PROJECT DESCRIPTION <br />The presenters, represented by Vishal Dutt, are exploring the potential acquisition and <br />development of the City’s property at 3803 Stinson Boulevard. The purpose of the upcoming <br />Worksession is to identify any City official comment related to the applicant’s land use <br />proposal, toward the ultimate goal of a more formal land use application and land conveyance. <br />The presenters have provided a preliminary sketch of a development concept site plan, <br />including 16 row-house style townhouses, with a single private drive entrance from 39th Street <br />NE. The concept envisions a mix of 2 and 3 bedroom units, all of which are envisioned to be <br />two stories in height. <br />In prior discussions for this site, the City has largely discussed residential uses of a modest <br />density, focusing on context of the neighborhood and avoiding large massive building(s) that <br />would potentially be inconsistent with the single-level townhouse development to the north of <br />39th Street. In the past, the City has discouraged very large and dense concept proposals under <br />this rationale. <br />In addition (or in alternative) to residential use on the subject property, some interest has been <br />expressed in public or green space, and some interest in retaining commercial uses for the <br />property. It is staff’s impression that these were not the majority consensus. <br />Finally, the property is undergoing site clean-up and monitoring in a series of work projects. <br />Eventual redevelopment of the site is presumed to be required to comply with all <br />environmental regulations, although there are still steps to take to achieve a clear site. <br />WORKSESSION ACTION <br />For the purposes of this discussion, the presenters and staff are seeking comment related to <br />the general land use and scope of the project.
