Housing and Redevelopment Authority Meeting Minutes <br />December 10, 2024 <br />Page 2 <br />1 <br />2 In December of 2023, a Third Amendment was requested by Doran SLV, LLC, and approved by <br />3 the City to further extend the commencement and completion dates due to economic conditions. <br />4 Due to those ongoing market challenges, Doran SLV, LLC is requesting an extension of timing <br />5 requirements on Phase 2, Doran SLV, LLC proposes Phase II Commencement deadline of <br />6 January 1, 2026, and completion date of January 1, 2028. <br />7 <br />8 Doran SLV, LLC representative Evan Doran was present at the meeting to discuss their <br />9 challenges, offer insight to the request and answer any questions the HRA members may have. <br />10 <br />11 Also provided for HRA consideration were Cover Memo and Resolution 24-03. Mr. Yunker <br />12 noted Staff recommends approval. <br />13 <br />14 Motion by Commissioner Elnagdy, seconded by Commissioner Jenson, to approve the <br />15 Resolution 24-03 – Resolution Approving Fourth Amendment to Contract for Private <br />16 Redevelopment Between the Housing and Redevelopment Authority of St. Anthony, Minnesota, <br />17 The City of St. Anthony Village, Doran SLV, LLC, Doran St. Anthony LLC and Doran SLV II <br />18 LLC. <br />19 <br />20 Motion carried 5-0. <br />21 <br />B.22 HRA Resolution 24-04 – Ordering Plans and Specifications and Authorize Solicitation of <br />23 Bids for the Removal of Underground Storage Tanks and Site Cleanup at 3803 Stinson <br />24 Boulevard (Former Bear Stop Filling Station). <br />25 <br />26 WSB Senior Environmental Scientist Ben Fehr and WSB Senior Project Manager Jeffrey Rice <br />27 presented a PowerPoint “2025 Underground Storage Tank Removal – Former Bear Stop”. <br />28 <br />29 The Former Bear Stop filling station closed in 2014. Three 10,000-gallon gasoline underground <br />30 storage tanks (USTs) remain in-place beneath the current canopy. Petroleum release discovered <br />31 in February 2023, assigned MPCA Leak Site LS0021928. Leak investigation ongoing to <br />32 delineate the contamination extent and magnitude. Charts showing the 2023 Soil/Groundwater <br />33 Results and Ongoing Leak Investigation were shown. <br />34 <br />35 The proposed UST System and Canopy Removal Plan is: <br />36 Prepare Site for future sale and redevelopment. <br />37 Removal and disposal of the three USTs, product piping and overhead canopy. <br />38 Includes Site restoration. <br />39 Construction cost = $80K (estimate) <br />40 Petroleum contaminated soil will be encountered and require special management during <br />41 the removal activities. <br />42 <br />43 The tasks that will be conducted by WSB Engineering Services are: <br />44 Task 1 – Prepare a Work Plan and solicit bids from MPCA certified tank removal <br />45 contractors. <br />4
