SHOREVIEW, MN 55126 PHONE: 651-483-1090 E-MAIL: rdcarchtim@comcast.net <br />Revitalizing 3055 Old Hwy. 8 Site <br /> Preliminary Concept <br />Site: <br />A 4.32-acre property located along the eastern edge of St. Anthony Village bounded by Old <br />Highway 8 and Highway 8 in a primarily residential neighborhood. Approximately one half of the <br />site is occupied by a one and four story 1960’s commercial / office building and the other half of <br />the site is roughly a two-acre parking lot. <br />Objective: <br />(1)To revitalize and develop the currently 40% occupied commercial building and <br />(2) better utilize the mostly vacant parking lot by adding apartments buildings. <br />This objective requires converting the existing L-1 zoning to R-4 mixed-use zoning. <br />Proposal: <br />To convert a portion of the existing four-story commercial building into apartments and <br />community supportive commercial / retail spaces such as a coffee shop, convenience store and <br />various other retail shops which would be within walking distance of the adjacent neighborhood. <br />Maintain as many existing commercial tenants as possible. <br />To build moderately priced apartments units on the existing north parking lot portion of the site. <br />Rational for Zoning Change and Development: <br />1.The site is disconnected from other nearby L-1 zoned properties by Hwy. 8 and is bounded <br />by only residential properties. New residential use of the property would be compatible <br />with the surrounding neighborhood. <br />2.The current building is underutilized. The owner is looking for ways to increase its <br />occupancy rate to avoid the structure’s progress towards abandonment. <br />3.Repurposing / remodeling of the existing building will help reduce energy consumption, <br />conserve resources and take advantage of the embodied carbon in the existing structure. <br />4.The parking lot is an eyesore of heat absorbing asphalt pavement. It is also an underused <br />portion of the property. Currently the existing parking lot doesn’t create significant income <br />for the owner or tax revenue for the city and state. <br />5.Residential housing being built on the parking lot portion of the site would create more <br />visual appeal for the neighborhood, improve the impervious situation and add green space <br />to the site. <br />6.The area’s residential make-up is already diverse with both single-family residences across <br />the street and muti-family structures adjacent to and near-by the property. <br />7.Moderately priced housing is certainly a need for the entire Twin Cities community. <br />12
