January 28, 2025 St. Anthony Council Work Session - 2 <br />Thriving Village <br />Affordable Housing <br />o Consider an Affordable Housing Policy for new high density projects. <br />o Advocate for residents facing rent pressure. <br />o Identify partner to best fulfill Council priorities for city owned parcel. <br />Pedestrian & Bike-Friendly Routes <br />o Draft Active Transportation Plan. <br />o Grand Rounds Missing Link engagement. <br />Engage Businesses <br />o Partner with Chamber of Commerce to build relationships with businesses. <br />City Manager Yunker noted there have been discussions about an Affordable Housing Policy with focus <br />on new high-density projects setting a minimum threshold for affordable units. Council may be looking <br />at an RFP for the city-owned previous gas station parcel. The right partner needs to be identified to <br />purchase and develop the site. The grant was received for the Active Transportation Plan. <br />Councilmember Doolan stated advocating for residents facing rent pressures is very important. She <br />wondered how Council can personally help. Councilmember Randle stated that will be difficult. Council’s <br />control over rent is very limited and he does not want to give people false hope. Mayor Webster stated <br />it is heartbreaking that more affordable housing is not available. Council needs a better understanding <br />of what steps Council can take. Councilmember Randle stated this has to fall in the State or Federal <br />level. Councilmember Elnagdy stated it is important that our messaging is consistent. <br />Informed & Engaged Community <br />City Council Engagement. <br />o Continue Connect with the Council efforts. <br />o Continue participation with regional partners. <br />o Leverage Sister City to help advance city goals. <br />Public Safety Engagement <br />o Continuing priority of community relations throughout the city. <br />Website Redesign & ADA Upgrades. <br />o Begin redesign project to be completed by 2027. <br />Seniors & Youth <br />o Support partners in engagement and programming. <br />City Manager Yunker noted the wording has been changed to Connect with “Your” Council. <br />Safe & Secure Community <br />Public Safety Facilities Needs. <br />o Explore the feasibility of a Public Safety Facility to meet Police and Fire long-term needs. <br />Municipal Liquor and Cannabis. <br />o Continue efforts to open a city-operated dispensary. <br />o Draft vision for the future of the existing liquor stores. <br />Fire Department. <br />o Explore expansion of Advanced Life Support capabilities. <br />Police Department <br />o Continue Falcon Heights integration. <br />There were no Council comments on this column. <br />4
