January 28, 2025 St. Anthony Council Work Session - 3 <br />Fiscal & Organizational Strength <br />Infrastructure Planning. <br />o Integrate plans for roads, parks and buildings into an overall Infrastructure Plan. <br />Water Treatment Plant Automation <br />o Explore upgrades to automate additional functions in the water treatment plant. <br />Staffing <br />o Review Fire Department staffing levels and increasing demand for calls for service. <br />o Continue to support Police Department recruitment efforts. <br />o Support professional development of staff. <br />Councilmember Doolan noted infrastructure planning will be ongoing. She asked if professional <br />development of staff includes Councilmembers training. Mayor Webster stated there is training through <br />the League along with some other training that were discussed. <br />Draft Strategic Planning Brochure <br />Assistant City Manager Morello reviewed the draft Strategic Planning brochure that was developed. <br />Mayor Webster stated if we see this as an outfacing document, we may want to include the focus areas. <br />A resident picking this up may not be familiar with the pyramid. Ms. Morello stated the middle section <br />could evolve into dissecting the pyramid explaining how it came to be. Councilmember Doolan <br />suggested the pyramid needs to be a representation and focus should be on the process. She suggested <br />community input be added. By putting it on the website and allowing residents to click on specific items <br />for more information is a great idea. <br />Future Work Sessions: <br />Councilmember Elnagdy suggested a work session to review The Legends and Councilmember Doolan <br />suggested adding The Landing. <br />Councilmember Doolan suggested a discussion on Council’s liaison roles and opportunities for more <br />roles. She also suggested regarding the Park and Environmental Commission and how to better utilize <br />that advising body. She would like to see each department have plans in place for disaster recovery and <br />future preparedness. <br />Councilmember Randle stated more liaison roles would need to be discussed as some of the <br />Councilmembers still work full-time. <br />Councilmember Elnagdy stated just because it has been done in the past doesn’t mean it should <br />continue. <br />Mayor Webster suggested Staff report on the expectations of the Park and Environmental Commission. <br />Ms. Morello suggested Councilmember Doolan elaborate on her comment regarding the effectiveness <br />of the PEC. Councilmember Doolan stated the Commissioners don’t hear about the agenda items until <br />right before the meetings. The Chair Lily Fee requested time to research and prepare for the meetings. <br />The skill sets of the Commissioners needs to be utilized more effectively. <br />5
