MEMORANDUM <br />To:Mayor Webster and St. Anthony Village City Council <br />St. Anthony Village Planning Commission <br />Charlie Yunker, City Manager <br />From:Ashley Morello, Assistant City Manager <br />Stephen Grittman, City Planner <br />Date:Work session Meeting – February 11, 2025 <br />PROJECT DESCRIPTION <br />The development team, led by RDC Architects group, is considering development opportunities <br />at a property located at 3055 Old Highway 8. The purpose of the work session is to provide the <br />development team the opportunity to hear feedback from the City Council and Planning <br />Commission prior to submitting a formal land use <br />application. <br />The 3055 Old Highway 8 property abuts the easterly City <br />boundary and is located in the southeast industrial park <br />area of the City. The property is zoned as light-industrial <br />and abuts single family residential and multi-family <br />residential areas. <br />The development team is proposing mixed use for their <br />site. Their proposal considers utilizing the entire parcel, <br />including northern portion of the lot where the existing <br />parking lot is located, and the southern portion of the lot, where the existing building is located. <br />The northern portion includes a proposal of three new residential buildings with 15-20 <br />apartment units per building and the southern lot proposes <br />repurposing the building for residential/retail uses, or “mixed <br />use”. <br />Light industrial districts are zoned to regulate the development <br />of light industry. The development team is proposing to change <br />the zoning to R-4, or multiple dwellings. As part of the <br />development team’s formal land use application, they would <br />need to apply for Comprehensive Plan Amendment. The <br />development team may consider a Planned United <br />7
