Housing and Redevelopment Authority Meeting Minutes <br />December 10, 2024 <br />Page 3 <br />1 • Task 2 — Provide environmental oversight during UST removal activities (soil sample <br />2 collection). <br />3 • Task 3 — Manage contaminated soils encountered during excavation activities (landfill <br />4 disposal coordination). <br />5 • Task 4 — Coordinate with the MPCA. <br />6 • Task 5 — Prepare Petrofund Reimbursement Application <br />7 • WSB Fee = $23,310. <br />8 <br />9 Petrofund Reimbursement <br />10 • Portions of construction and WSB engineering costs eligible for reimbursement via <br />11 Petrofund. <br />12 • Only costs associated with management and disposal of petroleum contaminated soil. <br />13 • Does not include actual tank removal. <br />14 • Must be grossly contaminated/petroleum saturated. <br />15 • Loading, hauling, stockpiling, disposal, backfill. <br />16 • Up to 200 cubic yards, more if needed with prior MPCA approval. <br />17 • Approximately 25% of total costs may be eligible <br />18 <br />19 The proposed project schedule is as follows: <br />20 Council Approves Plans — December 10, 2024 <br />21 Plans, Specs, Bid Solicitation — January 2025 <br />22 Award Contract — February 2025 <br />23 UST and Canopy Removal — March 2025 <br />24 Documentation Report and Petrofund Application* - April 2025 <br />25 *Department of Commerce Petrofund application review and reimbursement can take up to one <br />26 Year. <br />27 <br />28 Commissioner Jenson asked Mr. Yunker if HRA is approving the planning for this project as this <br />29 is not in the 2025 budget. Mr. Yunker stated we are providing an update on the site investigation. <br />30 The opportunity to decide will be forthcoming. Commissioner Jenson asked what the planning <br />31 cost is and Mr. Fehr stated $23,000. Task one would cost $6,120. <br />32 <br />33 Chair Webster clarified the planning portion would be $6,120 to be approved by the HRA this <br />34 evening. She asked if this is an allowable HRA fund expenditure. <br />35 <br />36 Commissioner Doolan asked when stating $88,000 construction cost is that actually a <br />37 deconstruction cost getting in and removing the tanks and doing the excavation. Mr. Fehr stated <br />38 the $88,000 is for tank removal, soil removal, soil hauling and disposal, and restoration of former <br />39 tank basin. This is a current estimate. She feels there is an urgency since the contamination <br />40 could be spreading. Mr. Fehr stated there is still a minimal amount of product in the tanks. He <br />41 does not believe the contamination will get any worse. <br />42 <br />43 Chair Webster stated based on other projects the construction costs are estimated to be $60,000 - <br />44 $80,000 plus the consultant fee (WSB). The removal of the canopy is included in the $80,000. <br />
