Housing and Redevelopment Authority Meeting Minutes <br />December 10, 2024 <br />Page 4 <br />1 Commissioner Doolan asked if the canopy would be recycled as much as possible and Mr. Fehr <br />2 stated it would be recycled as it does not contain any asbestos. <br />3 <br />4 Commissioner Elnagdy asked if the petroleum -saturated soil needs to go but the contaminated <br />5 soil needs to go back. Mr. Fehr stated that is true. That is one of the rules that no one agrees with. <br />6 It's a way for some people not to take advantage of the system in terms of managing what needs <br />7 to be hauled out and disposed of. For future development, most of the soil will be removed and <br />8 backfilled with clean sand. <br />9 <br />10 Commissioner Doolan referred to the bore holes. Will there be a future problem that will need <br />11 remediation and Mr. Fehr stated not offsite. <br />12 <br />13 Chair Webster stated if our long-term goal is for housing we have the responsibility to clean up <br />14 now where there is a problem. The funds needed would be taken out of the HRA fund and not <br />15 the general fund. <br />16 <br />17 Commissioner Jenson stated he is in favor of getting bids to find what this is going to cost and <br />18 then decide when it will be done. $6,000 is a fair price. <br />19 <br />20 Commissioner Randle stated this is black and white if it has to come out it has to come out. <br />21 <br />22 Motion by Commissioner Elnagdy, seconded by Commissioner Jenson, to approve the HRA <br />23 Resolution 24-04 — Resolution Ordering Plans and Specifications and Authorize Solicitation of <br />24 Bids for the Removal of Underground Storage Tanks and Site Cleanup at 3803 Stinson <br />25 Boulevard (Former Bear Stop Filling Station). <br />26 <br />27 Motion carried 5-0. <br />28 <br />29 V. STAFF REPORTS — NONE. <br />30 <br />31 VI. H.R.A. COMMISSIONER COMMENTS — NONE. <br />32 <br />33 VII. INFORMATION AND ANNOUNCEMENTS — NONE. <br />34 <br />35 VIII.
