<br />PAGE | 7 OF 8 <br /> <br />Rental Regulations and Administration <br />As noted above, staff has generated a significant amount of material restructuring the City’s <br />current rental housing licensing regulations. The current regulations suffer from a number of <br />inefficiencies and compliance process. The regulations being prepared by the Code Committee <br />include the following elements, in summary form: <br /> <br />• Renumber definitions <br />• Copy definitions into old/why/new <br />• Criminal background check language and policy <br />• Change all references to Rental Dwelling to Rental Dwelling Unit <br />- Definitions <br />- Code language (43 additional references in code to be amended) <br />• 152.06-152.15 check numbering accuracy <br />-150.121 check accessory structures –vs- buildings and condo reference - <br />- 6 total references in code <br /> - 152.12 reword fee for re-inspection process <br />- Add re-inspection fee to fee schedule – Added notation to 152.12 <br />• Amend Exemption references (SS 273.124) and city notification <br />• Amend Affidavit of Rental Exemption <br />• Create definition for lodging – Added to rental definitions <br />• Investigate local lodging tax – Can be done via ordinance – 3% max <br /> (95% dedicated to CVB) <br /> <br />In addition, the Code Committee is working on language for an administrative penalty as a part <br />of a more rounded compliance process, which rental housing violations could be subject to. <br /> <br />The rental regulations and administrative efforts are more for informational purposes at this <br />time. No formal action is requested from staff for this work session. Each of these would be <br />provided to the City Council for future review, likely during a subsequent work session, prior to <br />formal adoption processing. <br /> <br /> <br />WORKSESSION ACTION <br />Staff is seeking further guidance on housing issues toward the development of proposed code <br />language. Staff is seeking input on the following: <br />1. Short-term Rental Licensing Ordinance <br />a. Seeking input related to but not limited to the general approach modelled by <br />Roseville <br />2. Long-term Rental Licensing Ordinance <br />a. Seeking input related to but not limited to proposed zones, proposed caps per <br />zone, total city-wide caps <br />11
