City Council Regular Meeting Minutes <br />February 11, 2025 <br />Page 4 <br /> <br />• Goals: Establish target aspirations that the City aims to meet. Typically, the Goals are 1 <br />broader and focus on the next 3-5 years. 2 <br />• Action Steps: Key priorities that City Staff or City Council focus on for the year. The 3 <br />City recognizes that not all of the year’s priorities can be identified at the beginning of 4 <br />the year and adapts to new action items as applicable. 5 <br /> 6 <br /> Core Values: 7 <br />• Trust, Service and Inclusion 8 <br />o Three words that best highlight the qualities that the City Council and Staff strive 9 <br />to embody in service to the St. Anthony Village community. 10 <br />o These values are the basis for how decisions are made, how services are 11 <br />delivered, and also ensures the City as a whole conducts itself in an accountable, 12 <br />transparent, 13 <br /> 14 <br /> Mr. Yunker continued in Defining the Goals: 15 <br />• Environmental Responsibility – Minimize St. Anthony’s impact on the environment and 16 <br />enhance resilience through action in alignment with the City’s Climate Plan and 17 <br />Regional, State and Federal guidelines. 18 <br />• Thriving Village – A community for all residents where the City is responsive to 19 <br />concerns, enables successful things to happen, and residents have opportunity to thrive. 20 <br />• Informed & Engaged Community – Communicate Council priorities and department 21 <br />activities to support resident’s ability to actively participate, feel engaged, and understand 22 <br />how their voice can be heard. 23 <br />• Safe & Secure Community – Protect our community’s physical and psychological safety 24 <br />(individual and collective) through strategic investment in personnel and tools to provide 25 <br />excellent city services. 26 <br />• Fiscal & Organizational Strength – Invest in the community’s infrastructure and 27 <br />personnel to deliver outstanding City Services through a culture of continuous 28 <br />improvement, resiliency, and responsible stewardship of resources. 29 <br /> 30 <br />The Action Steps under each goal were reviewed in detail. The 2025 Draft Pyramid was 31 <br />provided. 32 <br /> 33 <br />Motion by Councilmember Doolan, seconded by Councilmember Jenson, to adopt the 2025 34 <br />Strategic Plan as presented. 35 <br /> 36 <br />Motion carried 4-0. 37 <br /> 38 <br />X. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 39 <br /> 40 <br />City Manager Yunker had no report. 41 <br /> 42 <br />Councilmember Doolan stated on January 31 she took some League of Minnesota training on 43 <br />Acknowledging Bias. On February 3 she attended the Ground Rounds Open House. City 44 <br />Manager Yunker did a good job of having staff there. She also attended the Fire Department 45 <br />Ceremony on February 3.
