Approval of CC WS Meeting Minutes <br /> <br />A. February 25, 2025 City Council Work Session Minutes <br /> <br />Motion by Councilmember Jenson, seconded by Councilmember Doolan, to approve City Council Work <br />Session Minutes of February 25, 2025 as presented. <br /> <br />Motion carried 5-0. <br />2. Work Session Topics <br /> <br />A. Sale of Cannabinoids Derived from Hemp. <br /> <br />City Code Official Richard Sonterre reviewed at the January 14, 2025 City Council Work Session, staff <br />presented the Council with proposed language amending Section 117-16 – Sale of Cannabinoids Derived <br />from Hemp. The Council directed staff to investigate how the proposed language compared to <br />neighboring municipalities and to include a direct link within the language identifying required age <br />compliance checks. <br /> <br />Following the Council’s direction, staff investigated the ordinance language from Fridley, Spring Lake <br />Park, Shoreview and Roseville. The discussion with the Roseville Community Development Director <br />brought to light a course of action that none of the other cities, including St. Anthony had considered. At <br />the direction of their legal counsel, Roseville did not create any language for the sale of cannabinoids <br />derived from hemp. This decision was based on the legal opinion that the State Office of Cannabis <br />Management (OCM), upon establishing a policy on Cannabis sales, would be taking over all aspects of <br />cannabis sales throughout the state, including cannabinoids derived from hemp. <br /> <br />Subsequent to the information provided by Roseville, staff engaged OCM to seek confirmation or denial <br />of the Roseville position and verified it to be accurate.
