2

- The city is essentially at max for green space and there is no way to make more without
getting rid of existing built environments.
- Wilshire Park, not officially part of the city park system, is also fully utilized by sports.
- Is there a broader need for our parks besides Boosters activity?
- Community Services prioritizes use by city groups/teams and will prioritize those rentals
and space reservations over requests from non-city groups.
- Is it possible to survey land in the city to generate a list of what green space/square
footage exists that is property of the city?
Sports Boosters
- Boosters serves students that enroll in school district; this has been their charter since
the ‘60s. The school district is no longer open enrollment, but students in the private
schools (e.g. St. Charles) and living in another city are still considered in-district based on
their school enrollment. It is rare to have someone living in surrounding suburbs to
register for our program.
- Club soccer and Boosters soccer has been growing over the years, baseball and softball
program size is relatively the same.
- Boosters finds ways to make things work but can’t lose any space.
- The baseball program utilizes all the parks but is now at maximum capacity and unable
to add more teams. Currently there are around 23 baseball teams, 15 softball teams.
- Boosters has historically given money to the city and school district to support
improvements to facilities/spaces and for maintenance costs.
- Kids will practice soccer in the drainage on north end of Central Park if they have to;
every inch of green space is used.
School District
- School district doesn’t use Emerald or Silver Point for sports. They use Central and
Wilshire Park for soccer. Football is done in their football field. The lacrosse teams are
merged with Totino Grace; boys practice at Central and girls practice at Totino Grace.
Games are played at both schools.
- 75% participation rates at the high school for athletics, significant demonstrated use in
community.
- District is still at the point of overused. They have tried to add turf, move fields, rotate
fields usage, and it is still difficult to keep up. Turf has made a large difference in field
usability – “turf is how we get more land.”
- School district does a comprehensive study on who their programs serve (including
athletics), it has a good representation of the student body and demonstrates equity in
service delivery of programs.
